National Project Officer (WASH) (2 Positions)

Organizational Context and Scope
The International Organization for Migration (IOM) is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to support populations affected by forced migration and improve living conditions of Internally Displaced Persons (IDPs).
Under the overall supervision of the Chief of Mission and the Senior Programme Coordinator (Housing and WASH), the direct supervision of the Programme Manager (WASH) and in close coordination with the Head of Sub Office and other technical programme specialists, the incumbent will be responsible for carrying out Water, Sanitation, and Heating (WASH) program functions in accordance with IOM’s regulations, rules and procedures.
Responsibilities and Accountabilities
- Coordinate and monitor the operational, administrative and financial aspects of the WASH project interventions in accordance with IOM policies/ standards (e.g IOM Ukraine & IOM global WASH strategies), the national recovery plans as well as donor’s requirements.
- Keep the supervisor informed on f WASH implementation status; identify WASH-specific gaps and suggest actions to improve implementation of WASH infrastructure rehabilitation interventions.
- Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures tailored to WASH activities including diagnostic studies, design reviews and site supervision for construction works, etc.
- Coordinate the collection, verification and analysis of WASH data and background information; update information management systems and support the communications team to prepare WASH visibility content on project related activities including project awareness , milestone summaries, press releases and other relevant materials.
- Coordinate timely preparation and dissemination of WASH project reports including implementation progress, WASH project indicator tracking, lessons learned, in accordance with IOM procedures and donor requirements.
- Liaise and coordinate with donors, partners, United Nations agencies (such as UNICEF), the WASH Cluster, municipal water utilities/vodokanals, local authorities and stakeholders and government counterparts.
- Contribute to the planning, development, organization and delivery of capacity building activities on WASH topics (water treatment, energy efficiency, non-revenue water, etc) targeting IOM staff, government and civil society partners, implementing partners and communities.
- Attend relevant WASH coordination platforms such as conferences, workshops, working groups, technical committee meetings, WASH cluster meetings, , and other forums.
- Participate in the preparation of WASH proposals and a diverse range of communication products, concept notes and other planning documents.
- Supervise and provide training and technical guidance to WASH project staff.
- Undertake duty travel to WASH sites such as vodokanal facilities for implementation, monitoring visits, project assessments, liaison with counterparts, etc.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
EDUCATION
- Bachelor’s Degree or equivalent in Civil Engineering, Water Resources Engineering, Environmental Engineering, Architecture, Public Health, or other technical disciplines related to the fields of Water, Sanitation and Heating with at least two years of professional experience; or
- Master’s degree or equivalent in Civil Engineering, Water Resources Engineering, Environmental Engineering, Architecture, Public Health, or other technical disciplines related to the fields of Water, Sanitation and Heating.
- Certification of licensed professional engineer will be an advantage
EXPERIENCE
- Experience in the field of construction engineering and contract management.
- Experience in design, planning and implementation of civil design construction and WASH projects.
- Experience working with a non-governmental organization and/or international organization is an advantage.
- Excellent knowledge of structural analysis and operating adequate software e.g design software such as AutoCAD and planning software such as MS Project.
- Knowledge of applicable International and Ukrainian codes, policies, standards and best practices related to project.
SKILLS
- Strong technical drafting, design, and documentation skills.
- Ability to interpret hydraulic drawings, engineering specifications, and Ukrainian codes.
- Proactive, independent worker, team player, fast learner;
- Good interpersonal skill;
- Ability to prepare clear and concise reports;
- Computer literate (word processors, spreadsheet, database, etc.); and,
- Good knowledge of region is an advantage.
- Ability to maintain integrity in performing responsibility assigned.
- Administrative & Time Management skills.
Languages
REQUIRED
For all applicants, fluency in English and Ukrainian is required (oral and written).
