Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the project “Partnership for Strengthening Cybersecurity” to fill the position of the:
Advisor on Cybersecurity (full-time, Kyiv)

The German Federal Foreign Office (FFO) and the European Union (EU) actively promote international cybersecurity policies for a global, open, free, inclusive, stable, and secure cyberspace. To support this endeavor, the Partnership for Strengthening Cybersecurity, implemented by GIZ, has been created in 2023 as one of the German and European instruments to provide technical capacity, foster partnerships and increase public awareness. Its main goal is the reinforcement of selected bilateral and regional partners’ capabilities to prevent, mitigate and respond to cyber security threats and the further development of cooperation with strategic partners in this area. In Ukraine, the objective is to strengthen the national cybersecurity resilience, by enhancing the governance framework, develop critical information infrastructure and increase operational capacities and support workforce development in cybersecurity.
JOB RESPONSIBILITIES AND TASKS:
- Support the implementation of cyber capacity-building activities in Ukraine, ensuring alignment with project objectives, stakeholder needs, and GIZ’s guidelines under the commission of the German Federal Foreign Office.
- Act as an advisor and liaison between GIZ, Ukrainian government institutions, civil society, and international partners, fostering cooperation and ensuring project sustainability.
- Supporting the Tallinn Mechanism Project Office in achieving its coordination goals as an intersection between capacity building and foreign policy.
- Coordinate and administer project activities taking place in Kyiv on cyber security, supporting Ukrainian partners in their cyber security objectives.
- Organise and attend events abroad, supporting travel arrangements of participants.
- Support the Tallin Mechanism Project Office with administrative task connected to the coordination.
- Support the administrational tasks connected to the Tallinn Mechanism Project Office and GIZ
- Perform other duties and tasks at the request of the Project Coordinator and/or Line Manager.
REQUIRED QUALIFICATIONS:
- Graduate degree (equivalent to a master’s degree) in international relations, political science, cybersecurity, computer science, information technologies, or another related field.
- At least 4 years of professional experience in managing projects, digital projects and/or providing technical and process consulting in the sector.
- At least 2 years of professional experience in project management of international or development projects, digital projects and/or providing technical and process consulting in the sector.
- Preferably professional experience in the field of cybersecurity at the level of policy development, capacity building, incident response and prevention, or law enforcement.
REQUIRED SKILLS:
- High level of political sensitivity and communication.
- Ability to work in a team as well as a structured working style with capacity to work independently.
- Willingness and flexibility to contribute to a dynamic work context with possibly changing implementation conditions over time.
- Ability to work in a multicultural environment and demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
- Excellent communication and strong analytical skills.
- Ability to take over responsibility and show reliability towards colleagues and partners.
- Fluency in Ukrainian and English languages, both written and spoken.

Employment conditions
Full-time position with 40-hours working week. This position is expected to start from 15.07.2025 and run until 30.06.2026, with the possibility of extension in case the project is prolonged. The permanent workplace for this position is in Kyiv. The readiness for business trips, including outside Ukraine, is expected.
