Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project «Municipal partnerships with Ukraine» to fill the position of the:

 

Advisor on Municipal partnerships with Ukraine (full-time, Vinnytsia)

(internal SAP code: Advisor)

 

You will work for the project “Municipal partnerships with Ukraine” which is implemented by GIZ on behalf of Engagement Global (EG) who is, in turn, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ).

The Ukraine portfolio of GIZ comprises also projects supporting transparent, efficient and sustainable governance reform in the restoration efforts already going on in the war-stricken country, shaping its future as a modern European nation. Projects within the Good Multi-Level Governance Cluster cater to an effective collaboration of the national, regional, and local levels of administration, promoting subsidiarity as a principle of democracy, as Ukraine aligns with the acquis Communautaire of the European Union.

The objective of the project is to establish, maintain and foster municipal partnerships between Ukrainian and German municipalities through online and offline formats as well as to organise national and international events such as the annual German-Ukrainian partnership conference (PAKO).

As part of the project, you will work closely with SKEW (Servicestelle Kommunen in der Einen Welt) which supports German municipalities in their search for potential partners, establishing contact and organising initial – mostly virtual – meetings, right through to the first steps in planning joint measures. In view of the high demand for individual counselling and support for both newly established partnerships and those that already existed before the war began, the corresponding services are being expanded. You will advise Ukrainian municipalities on current SKEW programmes, provide information on upcoming events as well as support in the organisation of online and offline events. This position foresees participation in the measures/activities organised by the partner municipalities which can include travel within Ukraine and occasional travel to Germany.

 

Key responsibilities:

  • Representation and presentation of the project ‘Municipal Partnerships in Ukraine’ in the Ukrainian municipalities in the central, northern and southern parts of Ukraine.
  • Advising Ukrainian municipalities on current SKEW offers, development of partnership work and information on upcoming events.
  • Participating in the measures/activities organised by the partner municipalities with an advisory objective.
  • Organisational support in the implementation of international online/offline events in the field of German-Ukrainian and international municipal cooperation.
  • Organising, supporting and evaluating/documenting expert delegation trips and online/offline events in the municipalities of the SKEW network.
  • Supporting the organisation of additional events/measures that are agreed as part of the in-depth cooperation between the development cooperation actors, the partner municipalities and the Service Agency.
  • Establishing, developing and supporting new formats for the purpose of passing on the experience and knowledge of Ukrainian and German partner municipalities from the SKEW network to other Ukrainian municipalities.
  • Implementation of project-related, multimedia information work and organisational and editorial support for publications.
  • Supporting the project manager in the organisation of translation services by third parties, train, bus, flight and hotel bookings; travel expense reports; administrative tasks in the project office.
  • Other tasks in coordination with the GIZ project manager.

 

Required qualifications, competences, and experience:

  • Master’s degree or equivalent in political sciences, economics, international relations, migration Studies, social sciences or any other relevant field.
  • 5 years of professional experience in the public administration sector or related fields.
  • 3 years in the field of municipal cooperation and experience of communication and cooperation with representatives of Ukrainian municipalities (mayoral and working level).
  • Excellent representative competences and diplomatic skills, in particular networking and negotiating as well as a high degree of discretion, integrity and sense of tone.
  • Ability to self-organise and prioritize tasks.
  • Ability to perform under pressure, including timely delivery of high-quality results.
  • Strong communication and team skills, including cooperation with people of different backgrounds and cultural backgrounds.
  • Work experience in (international) technical assistance, particularly in the field of development cooperation is considered an asset.
  • Proficiency in written and spoken Ukrainian and German is mandatory; knowledge of English is considered an asset.
  • Very good working knowledge of ICT technologies and relevant applications.
  • Readiness and ability to take up new topics and/or tasks and upskill, if necessary.
  • Willingness to travel locally and abroad (depending on the security situation).

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Vinnytsia. Starting as soon as possible. The contract duration will be 1 year with the possibility of prolongation.
