Вакансія: Advisor for Digital Public Infrastructure and Digital Public Services
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Kyiv is seeking a qualified professional for the Ukraine component of the global project “Good governance through GovTech and transparency in Ukraine” to fill the position:
Advisor for Digital Public Infrastructure and Digital Public Services (full-time, Kyiv)

The global GovStack initiative was launched by Estonia, Germany, International Telecommunication Union (ITU) and Digital Impact Alliance (DIAL) in 2020. Being a vibrant open-source community, GovStack aims at providing governments around the world with the tools and knowledge needed to successfully scale the digitalization of public services. Drawing on successfully tested GovTech solutions, the Ministry of Digital Transformation of Ukraine has joined the GovStack initiative in 2022.
Implemented by GIZ on behalf of the German Ministry for Economic Cooperation and Development (BMZ), GovStack Ukraine facilitates knowledge sharing and mutual learning by pro-moting the GovStack approach in Ukraine, connecting the Ukrainian GovTech ecosystem with the global GovStack community and sharing the Ukrainian experience with interested parties worldwide. By using the GovStack building block approach, we will provide a recognized framework for showcasing the Ukrainian digital public infrastructure and enhance the scalability of proven solutions. By encouraging alignment with the GovStack principles and specifications, we promote access to the global GovTech market for the Ukrainian IT sector.
As part of GovStack Ukraine, you will cooperate with public and private institutions, civil society and international partners at national and international level, as well as ensure interaction with other (GIZ) projects. In addition, you will ensure the technical quality of our activities and its alignment with GovStack principles and frameworks. In close coordination with the manager responsible, you will be responsible for business analyses, smooth (IT) project management and supervising service providers. Within this component, you will be working in a very international and complex environment, which is also highly dynamic and politically charged.
Key responsibilities:
- Overall support the management of GovStack activities in Ukraine.
- Manage the development of a showcase on Ukraine’s digital public infrastructure for the global GovStack community and beyond (project management) and contribute to the technical backstopping of partners involved.
- Facilitate global knowledge sharing and high-level exchange on digital public infrastructure and digital public services.
- Facilitate the global positioning of Ukraine in the field of digital public infrastructure and digital public services.
- Technical support to Ukrainian partners in the field of digital public infrastructure and digital public services, incl. relevant trends in the EU and globally.
- Establishing, maintaining and ensuring excellent communication flows based on mutual confidence and trust with all relevant stakeholders (political and implementation partners as well as other relevant public, private or civil society entities).
- Management of grantees and contractors (coordination as well as content steering).
- Support to and organization of trainings, workshops, meetings and other capacity development measures.
- Supporting the planning and the monitoring of GovStack activities in Ukraine, including timely contributions of accurate information to the overall results-based monitoring, reporting and knowledge management processes at GIZ Ukraine and the global project Digital Transformation/ GovStack.
Required qualifications, professional experience and personal competences:
- Higher education in IT related fields, public administration, economics, or any other relevant field.
- Minimum 3 years of proven professional experience in a comparable position.
- Minimum 3 years of proven professional experience in the field of digital transformation.
- Minimum 2 years of proven cooperation experience with the public sector in Ukraine.
- Very good knowledge of the Ukrainian digital public infrastructure and GovTech ecosystem, and own extensive networks with relevant ecosystem stakeholders at national and ideally international level.
- Knowledge of the Ukrainian legal and policy frameworks on digital public infrastructure and digital public services.
- Practical experience in the implementation of digital transformation processes in public sector institutions.
- Practical experience in human-centred design and agile methodologies (e.g. Design Thinking, Scrum, etc.).
- Advanced project management skills and ability to self-organise and prioritise tasks.
- Ability to perform under pressure, including timely delivery of high-quality results.
- Strong communication and team skills, including cooperation with people of different backgrounds and cultural backgrounds.
- Work experience in (international) development cooperation technical assistance, particularly in the field of technical assistance is considered an asset.
- Advanced knowledge of ICT technologies and relevant digital applications.
- Sound understanding of relevant international/ EU standards in the fields of interoperability, data privacy and security as well as cyber security.
- High proficiency in written and spoken Ukrainian and English is mandatory; knowledge of German is considered an asset.
- Readiness and ability to take up new topics and/or tasks and upskill, if necessary.
- Willingness to travel locally and abroad (depending on the security situation).

Employment conditions
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration is till 31.05.2026. Prolongation is possible.
