Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the project “Strengthening Communities in South and East Ukraine through Localized Action (EMPOWER)to fill the position:

 

Financial Specialist (full-time, Kyiv)

(internal SAP code: Financial Specialist)

 

Due to the widespread destruction of essential basic services in Ukraine, more than 14.6 million people, including 3.7 million internally displaced persons (IDPs), are in dire need of assistance, particularly in the eastern and southern regions.

To address the pressing need for comprehensive support, the new Multi-Donor Action “Strengthening Communities in South and East Ukraine through Localized Action (EMPOWER)” is planned. The project is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and receives co-financing from DG ECHO (EU) with a total commissioning value of 28,235 Mio. EUR. The objective is to provide protection, psychosocial support and essential assistance in selected regions of South and East Ukraine (6 oblasts) with a focus on war-affected populations and vulnerable groups. The project will be implemented along the Humanitarian-Development-Peace (HDP) Nexus with a strong focus on the localization agenda, enabling local partners to expand and improve basic service provision and promoting local ownership.

We are seeking a qualified Financial Specialist who possesses strong financial acumen, attention to detail, and a solid understanding of accounting principles. S/he will be responsible for performing various financial tasks, including budget planning, expenditure monitoring, invoice check, reporting and financial trainings, checks and supervisions according to GIZ rules, processes and standards.

Your position will be embedded in the Service Unit of the Cluster Resilient Society in Ukraine”. The Service Unit bundles all financial and administrative tasks and duties of the cluster related projects such as logistics, procurement, controlling and finances.

Tasks:

The Financial Specialist performs the following tasks:

  • Ensures smooth function of financial administration in accordance with GIZ standard procedures.
  • Receiving, checking and processing invoices and financial reports.
  • Budget planning and monitoring; planning of cash-flow, processing vouchers and invoices, bank payments and bank reconciliation.
  • Monitoring of receivables, reporting deadlines and service deliveries.
  • Providing Excel based overviews and monitoring sheets.
  • Budget check and processing of Grant applications.
  • Checking financial reports of Grantees and provide trainings to Grantees on GIZ specific tools and forms.
  • Monitors payment schedules according to contracts with third parties.
  • Provides an inventory of the project assets according to GIZ rules and procedures.
  • In close cooperation with procurement and finance units regularly updates the finance and procurement tools applicable for respective project.
  • Performs other duties and tasks at the request of management.

Required qualifications, competencies and experience:

  • University degree in relevant specialization and qualification in finance, accounting, business administration, or other relevant fields.
  • At least 5 years of professional experience in a comparable position.
  • Very good skills in Excel.
  • In-depth knowledge of accounting software, WinPACCS, SAP, onSite Operations, onSite Reporting is an asset.
  • Good working knowledge of ITC technologies (related software, phone, email, internet) and Microsoft 365.
  • Confidential handling of data and information.
  • Very good knowledge of English; Ukrainian native level required; knowledge of German is an asset.
  • Willingness to upskill as required by the tasks to be performed.
  • An independent and result-oriented approach, flexibility, self-organization and ability to withstand stress as well as intercultural competencies.

Employment conditions

Full-time position with 40-hours working week. Probation period – 3 months. Place of duty: Kyiv. The contract duration is until 31.05.2026, with a probability for prolongation.
