Background
Ukraine’s Cohesion and Regional Development project, UCORD is implemented with the support of Switzerland via the Swiss Agency for Development and Cooperation through NIRAS Sweden AB.
UCORD aims for citizens, businesses, and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace, and social cohesion in Ukraine. The project currently supports six pilot oblasts of Ukraine: Khmelnytskyi, Sumy, Ternopil, Vinnytsia, Volyn and Odesa oblasts as the starting points, targeting capacity development and awareness-raising initiatives nationwide. UCORD consists of three components:
Component 1 embeds regional policy development in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot oblasts.
Component 2 seeks to improve public service delivery in the WASAW (water supply, sanitation, and waste management) sector, focusing on the environment.
Component 3 aims to construct social cohesion through culture, dialogue, and creative industries.
In this context, under Component 1, UCORD is looking to engage a Regional Policy Advisor, who is expected to perform the following tasks:
- Under the supervision of Project Leader and Component 1 Lead, Regional Development Adviser insure liaison of UCORD with Ministry of Development and other project stakeholders
- Support Ministry of Development in assessing the implications of EU candidate status for Ukraine’s regional policy and support the elaboration of a new strategic vision and policy post 2027
- Assist Ministry of Development in developing regional development legislation, policy papers, analytical notes in accordance to the Ministry of Development’s Action Plan and UCORD’s goals and tasks
- Facilitate the inclusion of UCORD’s developed methodologies, approaches and concepts in Ministry of Development’s agenda for replication
- Promote and support the facilitation of regular dialogue between Ministry of Development and RDAs
- Support the RDAs in preparing recovery plans and programmes, as well as regional strategies
- Support the development and operation of an improved system for knowledge management for regional development
- Provide the PIU with information on relevant developments in the Ministry of Development and advise on possible steering implications for the UCORD
- Support the development and sharing of UCORD emerging practices with partners and stakeholders utilizing Ministry of Development platforms, websites and other communication platforms
- Participate in campaigns to raise awareness of EU cohesion and regional development policies, EU interregional cooperation programmes (INTERREG), etc.
- Support Ministry of Development and UCORD in initiating and delivering public events to promote and inform Ukraine’s regional policy development and EU cohesion policy
- Provision of technical assistance and capacity building to partner institutions at the national and regional levels, ensuring sustainability, effective upscaling and dissemination of project results
- Ongoing monitoring of progress and achievement of planned outputs and outcomes in line with the result framework
- Constant monitoring of the international, in particular European, national and regional contexts, identification of new development opportunities that can be covered by the project to amplify the project impact
- Conduct economic and statistical analysis of regional economic indicators (regarding economic and industrial structure, location factors, employment, labour market and human resources issues, etc.)
- Ensure know-how exchange, sharing of experience and good practices within SDC Governance Network
- Ensure integration of gender and other cross-cutting aspects into project planning and activities
- Provide other services of relevance for the implementation, as stated in the contract with SDC
Candidate Qualifications
Education & Knowledge:
Master’s or PhD degree in economics, economic geography, public administration, law or related field.
Experience:
- At least ten years of experience in economics, public administration, including work on legislation
- Experience in senior management positions (not lower than head of a department) in government, business or NGOs;
- Experience in cooperation with international organisations whose activities are related to the implementation of regional policy in Ukraine;
- Experience in the preparation (direct participation, professional expertise) of legal acts in the field of regional policy and cross-border cooperation
– Experience in managing a project team& Experience in working with (or in) Regional Development Agencies is an advantage
Skills:
- Deep understanding of the challenges and opportunities of regional development, legal and regulatory framework of regional policy in Ukraine
- Deep understanding of the regional policy processes of the EU and its member states
- Ability to organise and conduct consultative processes with a wide range of stakeholders, with a particular focus on subnational authorities.
- Experience in effective communication and liaison with international organisations
- Fluency in English
