Job Title: Legal Aid Officer 

Location: Lviv with possible travels around Ukraine (GCA).

Starting date: ASAP

Salary and conditions: Salary will be defined based on incumbent’s experience and competences in accordance with the TGH’s salary scale and terms and conditions.

TGH background

‘Actor in a sustainable and shared solidarity’

Established in 1994, TGH (Triangle Generation Humanitaire) is a French international solidarity organization based in Lyon. The organization implements emergency, humanitarian, rehabilitation and development programs in WASH, Food Security and Livelihoods, Shelter/Rehabilitation, Education and Protection sectors. TGH currently operates in 10 countries in Africa, Asia, Middle East and Europe.

TGH applies a ‘zero tolerance’ policy with regard to all misconduct affecting the professional credibility of its employees: TGH staff; partners (local or international) and service providers.

TGH strongly condemns all corporal punishment or physical violence, threats of physical violence, sexual abuse or exploitation, harassment and verbal abuse, as well as all other forms of intimidation.

Presentation of the mission:

Operational in Ukraine since 2016 from Kramatorsk to support the most vulnerable populations affected by the conflict in the Donbass region, TGH wishes to continue and strengthen its intervention in Ukraine. In view of the current situation, part of the team has been forced to move to Lviv, a city that now hosts the entire humanitarian and diplomatic community, to ensure its safety. It is therefore from Lviv, located on the western border and still spared by the fighting, that TGH intends to propose an action to respond to the most urgent humanitarian needs. 

ROLE PURPOSE: Under the supervision of the Legal Aid Specialist, the Legal Aid Officer delivers high quality information, counselling and legal assistance services within delegated thematic and geographical portfolio.

KEY AREAS OF ACCOUNTABILITY :

Generic Responsibilities: 

  • Ensure compliance with TGH policies, guidelines, standards and donor requirements;
  • Ensure compliance with LA strategy, tools, handbooks, guidelines and standards;
  • Assess, promote and document ideas for technical improvement and further program development options;
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist;
  • Contribute to specific protection risks and needs analyses, particularly as regards legal guidance and support;
  • Contribute to designing of protection response to identified risks and needs, particularly as regards legal guidance and support.

Specific Responsibilities:

  • Facilitate provision of legal services (information, counselling and legal assistance) to beneficiaries through the Legal Aid Centres, TGH Community Centre, field visits to settlements within GCA Oblasts in Ukraine;
  • Perform day-to-day legal case management and record keeping of legal cases and all related files in internal database, spreadsheets etc.;
  • Ensure timely referrals to internal colleagues where other protection/basic needs or risks are identified;
  • Facilitate individual and group legal counselling from the office(s) and during mobiles visits;
  • Support and mobilise beneficiaries for enabling them to address their legal issues independently;
  • Provide follow up and direct legal assistance on the issues which cannot be addressed by beneficiaries independently;
  • Provide inputs to analytical and advocacy documents (briefing notes, case studies, comparative analyses, breakdowns on legislation and draft laws etc.);
  • Prepare and develop reporting documents (weekly, monthly reports, reports and MoMs on internal and public events);
  • Support organizing of public events such as meetings, roundtables, technical working groups and awareness sessions,  and participate in such events in behalf of TGH;
  • Cooperate and communicate with local authorities and state agencies relevant Oblasts in respect of TGH activities;
  • Provide capacity building training according to local authorities’ and state agencies’ requests;
  • Perform any other tasks as requested by LA Specialist.

Additional job responsibilities: 

  • The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties assigned by the Protection Manager within reasonableness of their level of skills and experience.
  • The post-holder will comply with all relevant TGH policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies.

QUALIFICATIONS:

  • University degree in law;
  • Good knowledge of English, both written and verbal;
  • Fluency in the Ukrainian and Russian languages;
  • Understands the complexity and values of non-profit organizations and “Do No Harm” principles. 

EXPERIENCE AND SKILLS:

  • Experience working in similar positions in a humanitarian/recovery context;
  • Previous experience working in complex and volatile contexts;
  • Documented results related to the position’s responsibilities;
  • Experience working as a lawyer in civil and administrative law;
  • Experience working in the field with displaced and/or vulnerable groups and communities;
  • Knowledge of software programs (MS Word, Excel, PowerPoint);
  • Good knowledge of the context in Ukraine;
  • Good interpersonal skills with the ability to communicate at all levels, establish professional networks, and coordinate with local and country authorities, donors, International Organisations and local NGOs;
  • Proactive and self-motivated with the ability to work autonomously in a highly stressful and challenging environment;
  • Proven ability to work constructively in diverse teams;
  • Proven skills in concise and succinct report-writing;
  • Ability to prioritise security related tasks and complete reports to deadlines;
  • Commitment to the aims and principles of TGH.
