Project Description
The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective healthcare system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high-quality, evidence-based healthcare services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which includes:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
Russia’s ongoing invasion presents significant challenges to the Ukrainian health care system, and HRS has adjusted activities across all five objectives to respond to the current and future needs of the Government of Ukraine (GOU).
Background/Objective
The Legal Expert will provide technical advice and support to the HRS health financing team. All assignments will be coordinated with the HRS team to provide relevant technical assistance regarding implementing legal and financial regulations for healthcare facilities (HCFs) acting as communal not-for-profit enterprises. An expert will develop recommendations for HCFs to implement temporary duty assignments (TDAs) for health workers to address emerging war-related health needs in regions with active hostilities, liberated and de-occupied regions.
Responsibilities
Duties and responsibilities will include, but will not be limited to, the following:
- Review the analysis of the current legislation regulating the TDAs of health workers in the regions with active hostilities, liberated and de-occupied regions;
- Analyze the current legal, financial, and HR background of the selected HCFs in the selected regions;
- Develop recommendations for HCFs to implement TDAs to address emerging war-related health needs in regions with active hostilities, liberated and de-occupied regions;
- Test recommendations on TDAs in 5 HCFs at the selected regions and finalize them based on the test results;
- Develop technical documents (presentations, analytical notes, reports, analyses, briefs, training materials, etc.) related to implementing the recommended mechanism to organize TDAs for health workers to cover gaps in healthcare provision in regions with active hostilities, liberated and de-occupied regions;
- Conduct webinar (-s) and discuss recommendations with the stakeholders;
- Participate in internal and external meetings;
- Follow the deadlines and regularly communicate with the HRS team.
Requirements
- Master’s degree in Law.
- At least (3) three years of proven work experience as a lawyer, experience with technical assistance projects is a plus.
- Knowledge of medical and labor legislation.
- Experience in legal, financial, and HR relations of healthcare providers.
- Strong understanding of the Ukrainian health financing reform.
- Excellent interpersonal skills and ability to work collaboratively on a wide range of issues.
- Excellent organizational skills and ability to manage a complex workload and deadlines.
- Excellent administration skills, including computing and word processing.
- High professional language proficiency (Ukrainian).
