Pool of National experts on multiple topics

1. Context  

Ukraine’s Cohesion and Regional Development Project, UCORD is a technical assistance project supported by Switzerland through the Swiss Cooperation Office in Ukraine (SDC) and implemented by the consultancy company NIRAS Sweden AB.  

UCORD aims at citizens, businesses and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace and social cohesion in Ukraine. The project will work in 4 pilot oblasts of Ukraine: Khmelnytskyi, Sumy, Ternopil, Vinnytsia oblasts as the starting points, targeting capacity development and awareness raising initiatives spread through the whole country. UCORD consists of the three components: 

Component 1 embeds the regional policy development in Ukraine through supporting and strengthening the Regional Development Agencies (RDAs) in pilot oblasts. More about the role of RDAs as per the Ukarinian legislation is presented in the Annex 1 herewith. 

Component 2 seeks to improve public services delivery in WASAW (water supply, sanitation and waste management) sector with a focus on environment. 

Component 3 aims at construction social cohesion through culture, dialogue and creative industries.  

UCORD Project seeks to create a pool of national experts to cover additional expertise within the three components of the project as set below.   

2. Required profiles

1. Policy expert 

  • Knowledge of political landscape in Ukraine, the Ukrainian legislation in the sphere of regional development, local self-government, decentralisation 
  • Experience in reports, analytical papers, policy documents preparation, legislation development 
 

2. Regional Development Expert 

  • Experience in regional policy development, legislation update, economic planning, local self-governance, decentralisation  
  • Experience in reports, analytical papers, policy documents preparation 
 

3. Social and Economic  Development Expert 

  • Experience in social and/or economic development, policy analysis or a related area 
  • Familiarity with local, regional and global socio-economic trends and challenges 
  • Experience in developing economic profiles of regions and/or communities, economic development roadmaps, territorial analysis  
 

4. Regional and Local Strategies Development Expert 

  • Experience in strategic planning, with a focus on regional and local development 
  • Track record in the development, implementation and evaluation of regional and local strategies 
  • Knowledge of regional and local development challenges and opportunities as well as understanding of national policy implications and legislative environment related to regional and local strategic and recovery planning 
 

 5. Finance Expert 

  • Track record in financial analysis, forecasting and strategy 
  • Knowledge of public sector finances, fiscal decentralisation, particular forming of local budgets and interbudgetary transfers 
  • Experience in analysing and/or developing legislation on local governments budgeting, tax legislation related to local budgets, financial resources decentralisation and related spheres 
 

6. Spatial Planning Expert 

  • Experience in spatial planning, urban development, drafting legislative act on spatial planning  
  • expertise in spatial analysis, Geographic Information System (GIS), cartography and strategic planning with proficiency in GIS tools and techniques 
  • Certification in the field of urban planning or land management is an advantage 

 

7. SME Expert 

  • Experience working with, or in the context of small and medium-sized enterprises development 
  • Advocacy for policies and interventions that Support SME growth and competitiveness 
  • Knowledge of the local SME landscape, regulations and market trends 

 

8. Data Analyst 

  • Experience in data analysis, statistical analysis, quantitative analytics, forecasting and data compliance verification 
  • Ability to translate complex data into understandable insights and recommendations 
 

9. Water Supply & Sanitation  Expert 

  • Experience in water supply and sanitation sector 
  • Experience with policy documents, legislation, national, regional and/or local strategies/programs/plans development/update  
  • Knowledge of water sector, political situation, challenges and opportunities 
 

10. Waste Management Expert 

  • Experience in waste management sector  
  • Experience in development/update of policy documents, legislation, strategies (national, regional, local) and/or relevant programmes or plans  
  • knowledge of waste management sector as well as political situation, challenges and opportunities 
 

11. Culture for Social Cohesion and New European Bauhaus Analyst 

  • Experience in research and development of analytical reports in the sphere of culture for social cohesion and New European Bauhaus 
  • Experience in developing policy papers, strategies and programmes in the sphere of culture for social cohesion and New European Bauhaus 
  • Knowledge of current legislation in the field of culture and social cohesion 

 

12. Culture and Social Cohesion Expert 

  • Experience in the field of culture, civic dialogue and cooperation 
  • Experience in developing social cohesion through culture 
  • Knowledge of the latest approaches to planning and organizing the cultural life of communities as well as with national and international practices of the development of social cohesion 

 

13. Creative Industries Development Expert 

  • Practical experience in the field of cultural and creative industries 
  • Experience of working with cultural and creative entrepreneurs and entities as a mentor or a consultant 
  • Relevant competencies to provide consultancies in strategic planning for creative clusters development   

 

14. Culture and Creative Industries Capacity Building Expert 

  • Experience in the design and delivery of capacity building programmes in the field of culture and creative industries 
  • Experience in coaching and mentorship for cultural workers and creative entrepreneurs 
  • Extended contacts with a potential pool of trainers, coachers, mentors and business angels, who can be engaged in the capacity building programme 

 

15. Territorial Branding Expert 

  • Up-to-date knowledge in sustainable territorial development 
  • Experience in territorial branding, which is based on tangible and intangible local cultural assets 
  • Experience of leading a participatory process involving a range of stakeholders in the design and implementation of territorial branding 

 

 16. Institutional Development Expert 

  • Experience in developing and implementing institutional strengthening and/or organisational transformation programmes or initiatives 
  • Familiarity with international development frameworks and standards, international cases of institutional transformation as well as institutional assessment tools and methodologies 
  • Knowledge of change management principles and practices 

 

 

17. Communications and Policy Expert 

  • Experience in developing and implementing national communications strategies with strong focus on policy development and implementation 
  • Public and media relations on the national and regional level, awareness in political landscape 

 

18. Capacity Development Expert 

  • Experience in designing effective training programs and teaching methodologies with a focus on interactive online learning tools  
  • Expertise in curriculum development, instructional design, and engaging teaching methodologies 

 

19. Project Cycle Management Expert 

  • Experience in planning, implementation, monitoring, and evaluation of development projects within EU funding cycles 
  • Experience with development projects in Ukraine and understanding of Ukraine-specific landscape and legislation 
  • Training facilitation skills 
 

20. Translator (English-Ukrainian) 

  • Degree in Linguistics, Translation, Interpretation, professional certification of English is a plus 
  • Experience in oral/written translation 
  • Demonstrated proficiency of the English and Ukrainian fluency in both oral and written forms 
 

21. Simultaneous Interpreter (English-Ukrainian) 

  • Degree in Linguistics, Translation, Interpretation, professional certification of English is a plus 
  • Experience in simultaneous translation 
  • Familiarity with sector-specific terminology: local self-governance, regional development, economic development, decentralisation

 3. Mandatory documents to be submitted with application:

The application must include the following documents: 

  1. Cover letter explaining the expert suitability for a particular profile 
  2. Up-to-date CV  
  3. Minimum 3 contacts for references with their updated contact details. 

4. Evaluation of applications and selection 

4.1. Technical evaluation (100 points) 

Educational background – 20 points 
Professional experience  – 40 points 
Proven experience with policy documents, analytical papers, legislation development and/or update – 30 points 
Profile/Suitability – 10 points 

Applications obtaining minimum 70 points shall be considered for inclusion in the pool of experts subject to review and assessment of reasonableness of proposed daily rate. 

Language: 
Excellent oral and written Ukrainian language skills required. Working knowledge of English is an asset. 

4.2. Financial evaluation: 

Each application should specify a daily rate of an expert taking into account all the taxes as private entrepreneurs. The daily rate should be given in CHF. Experts shall be responsible for their own computer facilities and other business and communication tools, health and medical insurance, etc. in order to carrying out their deliverables under their contract. Per diem, accommodation and travel could be reimbursed depending on the nature of the assignment and should be not included in the daily rate. 

Reasonableness of the proposed daily rate will be assessed in line with the available project budget; once agreed upon a rate, the applicant shall be included in the pool of experts. If the proposed daily rate is considered unreasonable or if a mutually acceptable rate cannot be agreed upon, a candidate will not be included into the pool of experts. 

Furthermore, applicants could be selected for an individual interview with the selection panel to make the final decision.

Please note that incomplete applications will be disqualified automatically and will not be considered in the evaluation process. Only successful candidates will be contacted for an interview. 

Contracting arrangements 

Successful applicants will be selected and placed on the UCORD expert pool for a period of up to 3,5 years, but not later than November 2026. Inclusion in the pool does not guarantee a contract during this period. Experts will be contacted when specific service requests arise and will be asked to indicate availability and interest against a specific Terms of Reference outlining the deliverables of the assignment. Tasks assigned in each individual assignment may include one or more of the stated above areas.
