Position Description:

The person covering this position helps to monitor and evaluate approximately $100 million in assistance to international organizations (IOs) in 6 countries. As such, the person fulfilling this position will operate with a high degree of independence and responsibility for ensuring the effectiveness and operational efficiency of programs funded by the Bureau of Population, Refugees and Migration (PRM)

The incumbent must offer advice and guidance to PRM officials in Washington in deciding how USG funds and resources can be best used to support USG policy in the region. The position works closely with international organizations and international and local NGOs in program design and implementation to ensure that PRM-funded programs achieve U.S. Government policy goals. This includes monitoring and assessing the progress of NGOs and humanitarian organizations to determine effectiveness of implementation and suitability for future consideration for USG funding. The incumbent will monitor media and report on refugee/IDP return-related and integration issues across the regional portfolio (Ukraine, Belarus, Russia, Armenia, Azerbaijan and Georgia). This includes tracking and reporting on all relevant legislation and regulations related to the return and integration processes, mindful of other political and security developments.

The position requires attendance at meetings with senior official from NGOs, government entities, and international organizations as well as representing and speaking for the U.S. Government, the embassies, and PRM.

The position requires coordinating closely with other sections of the embassies in the region, regarding refugee issues and providing them with analytic and substantive reports on refugee/IDP situations in the region.

The incumbent must observe first-hand and evaluate the economic, social and psychological condition of beneficiaries, often living in poverty in remote, difficult-to-reach areas in the region. As a part of a regional office, the position requires travel throughout the Caucasus and East Europe to meet with refugees and IDPs, IOs, and NGOs to get a firsthand view of events in the field and to help facilitate the return and reintegration process.

The position is also responsible for managing the Refugee Affairs Office to ensure the effective operation of the office and to ensure prompt response to taskings from the Ambassador, the Regional Refugee Coordinator, and PRM. This includes administering the PRM projects and advising regional embassies. This also includes administrative responsibilities of ordering supplies, preparing travel orders, arranging meetings, arranging travel and schedules for visitors from Washington, preparing and monitoring the office internal budget, and other administrative duties.

Qualifications required:

  • EDUCATION:

Bachelor’s degree in social sciences; international relations; area/ethnic studies; management; or public policy.

  • EXPERIENCE:

Minimum of 5 years progressively responsible experience in humanitarian affairs, refugee/IDP related issues, government, social services with an international organization, UN agency, non-governmental organization or diplomatic mission required and/or experience in operating donor-funded programs, experience writing program evaluations related to human rights/migration and displaced populations.

JOB KNOWLEDGE:

Familiarity with political, refugee, and humanitarian affairs throughout the region. Understanding of economic, political, social and cultural characteristics of the region. Familiarity with humanitarian assistance programs, and with the United Nations relief and assistance agencies.

Fluent (speaking/reading/writing) in English and Ukrainian is required.
