General Minimum Requirements
The general minimum requirements for working with the OSCE are:
  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity’s mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First level university degree or equivalent experience

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum of two years of relevant professional experience as an Open Source Analyst in a military or civilian organization and conflict-related subjects, or experience in All-Source;
  • Thorough understanding of all documents in the Request for Information (RFI) Tracker;
  • Experience in area knowledge and expertise in reviewing and assessing a vast majority of information such as foreign-based websites, social media, and traditional press sources;
  • Experience in operational planning;
  • Strong writing and communication skills; demonstrated strong organizational skills;
  • Proven ability and willingness to work in a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Good interpersonal skills and ability to establish and maintain effective working relationships with colleagues, counterparts and external partners and other stakeholders to achieve organizational goals;
  • Cultural sensitivity and political judgement;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
  • Willingness to travel to conflict areas
  • Professional fluency in the English language, both oral and written;
  • Ability to operate Windows applications, including word processing, Powerpoint and Excel; working knowledge of Project and SharePoint and well-developed Internet research skills.

Desirable:

  • Professional fluency in Ukrainian and/or Russian language(s);
  • Experience in working in international organizations;
  • Familiarity with OSCE policies, procedures, practices and organizational structure;
  • Demonstrated experience contingency and crisis planning functions and operational planning;
  • Significant knowledge of media in the SMM areas of responsibility, including understanding of media environments, applicable trends and their impact.

Tasks and Responsibilities

Initial duration of appointment/assignment for this post is until 31 March 2018, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM and with due consideration to recommendations of the UN International Civil Service Commission. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the guidance and supervision of the Senior Information Management Officer and in close co-operation with the Reporting and Analysis Unit, Operations Unit and Human dimension Unit, the Open Source Officer will be responsible for reviewing and analysing a vast number of foreign-based, publicly available information such as websites, social media, magazines, newspapers and other traditional press sources. Specifically, the Open Source Officer will be tasked with:

  1. Managing the collection of open source information on cultures and related social and economic information, and preparing informational products describing and summarizing the content;
  2. Reading media characterizations, media guides, web reference reports, source descriptors, commentator profiles and other media analysis products;
  3. Making initial assessment of the value of various open media information sources;
  4. Identifying trends and relationships evidenced in the media;
  5. With guidance, assessing print, broadcast, Internet, and “gray” literature sources and evaluating objective features of sources on coverage in collection area;
  6. Categorizing open source information using necessary data;
  7. Performing other duties as requested.
