Project Summary:

The USAID Ukraine Pro-Integrity project is the follow-on to the six-year Ukraine Support to Anti-Corruption Champion Institutions (SACCI) program. The USAID Ukraine Pro-Integrity project will coordinate efforts to reduce incidences of corruption to contribute to the building of a better Ukraine. The activity will work across the following three objectives: (1) strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence; (2) strengthen anti-corruption compliance and control in local governance; and (3) advance transparency and accountability in resilience, recovery, and reconstruction efforts. The project will be implemented over a five-year period with an estimated ceiling of $90 million at the national and sub-national level in the municipalities and communities most crucial for delivering Ukraine’s robust recovery. The Activity will be co-funded by USAID and the United Kingdom’s Foreign, Commonwealth & Development Office (FCDO) and managed by USAID. The candidate will be based in Ukraine and must be willing to be based in Ukraine during the entirety of the project (city to be determined).  

Position Summary: 

The Transparency and Accountability Lead will oversee the Objective 3 technical team dedicated to advancing transparency and accountability in resilience, recovery, and reconstruction efforts. The goals under this objective include working with other development partners to lay the groundwork for transparency and accountability for future development of policies and procedures, systems building, process digitization, creation of institutional controls, and possibilities for monitoring and oversight. This position is conditional upon MSI winning the proposal.  

Responsibilities:

  • Reporting to the Deputy Chief of Party, the Anti-Corruption Transparency and Accountability Lead will oversee a team of diverse technical experts, program staff, and partner organizations working at the national and local levels to advance anti-corruption policy implementation, with a focus on the following project sub-objectives:
    – Ensure anti-corruption is mainstreamed throughout reconstruction institutions and projects.
    – Strengthen anti-corruption safeguards in national, regional, and local reconstruction institutions, including internal control and audit functions.
    – Address the most compromising corruption risks in the recovery and reconstruction process, to be identified through iterative risk assessment.
    – Build controls and safeguards around the civil compensation mechanism to provide compensation to victims who suffered damaged property as a result of the war, including enhancing the capacities to prevent, detect, and counter corruption linked with environmental compliance in reconstruction activities.
    – Advance transparency and accountability of local and foreign business participation in Ukraine’s recovery.
    – Collaborate with private sector leaders, business associations, and domestic and foreign companies to promote business ethics and integrity to mitigate the supply side of corruption and ensure fair playing field for private sector engagement in recovery and reconstruction.
    – Work with investigative journalists, demobilized veterans and civil society actors to expose undue corporate influence on state policies and decision-making, including procurement and project delivery processes.

Qualifications:

  • Bachelor’s degree in public administration, public policy, economics, law, or a related field. Master’s degree preferred.
  • At least five (5) years’ experience working in designing, implementing and monitoring anti-corruption initiatives.
  • Experience managing technical staff and building cohesive teams.
  • Demonstrated knowledge and experience in implementing effective accountability, transparency, public oversight, audit and anti-corruption activities.
  • Strong analytical and communication skills, including ability to engage stakeholder in dialogue, lead formal meetings, design and conduct training, and produce high quality practical analytical reports and knowledge products.
  • Familiarity with the Ukrainian anti-corruption reform agenda and leading anti-corruption agencies.
  • Fluency in the Ukrainian language with excellent written and oral communications skills required, with proficiency in English strongly preferred.
  • Knowledge of and prior experience working on USAID-funded activities strongly preferred.
