  1. Activity Background:

The purpose of the US Agency for International Development (USAID) Cybersecurity for Critical Infrastructure in Ukraine Activity is to strengthen the resilience of Ukraine’s critical infrastructure from cyberattacks by establishing trusted collaboration between key cybersecurity stakeholders in the government, private sector, academia, and civil society. The Activity aims to achieve this goal by implementing the following Activity components:

Component 1: Strengthen the cybersecurity enabling environment

The legal, regulatory and institutional framework for national cybersecurity in Ukraine needs to be strengthened and aligned with international standards and best practices. This component will strengthen the cybersecurity resilience of Ukraine’s critical infrastructure sectors by addressing legislative gaps, promoting good governance, enabling collaboration between stakeholders, and supporting cybersecurity institutions. This component will also build the technical capacity of key sectors through increased access to cybersecurity technology and equipment.

Component 2: Develop Ukraine’s cybersecurity workforce

Ukraine suffers from a severe shortage of cybersecurity professionals. This component of the USAID Cybersecurity for Critical Infrastructure in Ukraine Activity will address workforce gaps through activities that develop new cybersecurity talent and build the capacity of existing talent. These activities will address the entire workforce pipeline, the quality of education received by cybersecurity specialists, and industry training programs to rapidly upskill Ukraine’s workforce to respond to immediate cybersecurity vulnerabilities.

Component 3: Build a resilient cybersecurity industry

A growing cybersecurity industry in Ukraine will contribute directly to national security and prosperity. This component will seek to build trust and collaboration between the public and private sector to develop innovative solutions for future cybersecurity challenges; spur investment and growth in the broader cybersecurity market in Ukraine through greater access to financing; support smaller cybersecurity companies to rapidly increase the number of local cybersecurity service providers; and offer mechanisms for Ukrainian firms to connect with industry partners to enable better access to innovations and business opportunities.

2.Context:

As endorsed by the U.S. Department of State and the Foreign Ministries of Canada, Denmark, Estonia, France, Germany, The Netherlands, Poland, Sweden, and the United Kingdom on December 20, 2023, the Tallinn Mechanism has been officially formalized. As a result of Russia’s unprovoked invasion of Ukraine, the Tallinn Mechanism, hereafter referred to as “TM,” aims to coordinate and facilitate civilian cyber capacity building to help Ukraine uphold its fundamental right to self-defense in cyberspace and address longer-term cyber resilience needs. Collectively, the Mechanism’s members have contributed efforts to deliver cyber capacity-building assistance to Ukraine. These contributions have been carried out with respect for international law and in full coordination with relevant Ukrainian counterparts. TM Members intend to improve coordination and delivery of civilian cyber capacity building. The MDT took the leading role in the coordination of the Mechanism from the GOU side and developed the software (e-catalog) to collect recipients’ needs and donor requests.

  1. Role’s Purpose

The Communication Manager will lead the strategic communication efforts of the Tallinn Mechanism Project Office, ensuring clear, impactful, and consistent messaging to internal and external stakeholders. This role involves crafting and delivering communication strategies, managing media relations, and promoting the project’s goals and achievements through various channels.

The Communications Manager will develop and implement comprehensive communication strategies aligned with the project’s goals and timelines to support TM cooperation with donors and implementation of digital transformation projects.

4. TASKS (PERFORMANCE REQUIREMENTS)

The TM PMO Communications Manager will be responsible for the following four prioritized tasks:

Cybersecurity Communication Strategy

The Communication Manager will design and implement comprehensive strategies to promote cybersecurity programs and digital reforms. This involves translating complex cybersecurity topics into clear, accessible messaging tailored to government stakeholders, businesses, and the public. By crafting targeted messages, the role aims to raise awareness of cybersecurity threats, advocate for safety practices, and highlight digital security initiatives. These efforts will enhance understanding and support for cybersecurity policies and programs.

Crisis Communication and Media Engagement

A key responsibility is developing and maintaining crisis communication protocols to respond swiftly and effectively to cybersecurity incidents. The manager will ensure timely, accurate public messaging during cyber emergencies to mitigate reputational risks and maintain public trust. This includes crafting transparent and reassuring messages during incidents. The role also encompasses building relationships with media outlets and preparing press releases, articles, and media kits in Ukrainian and English to ensure consistent and impactful communication on cybersecurity topics.

Public Awareness Campaigns and Content Development

The manager will lead public outreach campaigns to promote cyber hygiene and digital safety practices, collaborating with educational initiatives to create cybersecurity awareness materials. Supporting public events, forums, and campaigns to engage citizens on cybersecurity topics is integral to the role. Additionally, the manager will coordinate with designers and media teams to produce engaging visual and multimedia content, such as videos and infographics, ensuring all materials align with MDT and USAID branding and communication standards.

Monitoring, Reporting, and Program Optimization

The manager will monitor media coverage and public perception of cybersecurity initiatives to refine communication strategies continuously. Regular reporting on communication activities, including media engagement and outreach impact, will provide insights into the effectiveness of campaigns. Strategic recommendations will be offered to improve cybersecurity communication efforts further. The role also involves improving program code and technical solutions for e-catalog platforms, ensuring alignment with customer requirements, project objectives, and user expectations while recommending innovative solutions to enhance platform functionality and user experience.

5. QUALIFICATIONS:

  • Bachelor’s or Master’s degree in Public Relations, Journalism, or a related field.
  • Minimum 3 years of experience in strategic communications, with a focus on cybersecurity or technology sectors.
  • Proven experience in developing communication strategies and managing media relations.
  • Strong writing and editing skills in Ukrainian and English.
  • Experience managing social media campaigns and digital outreach programs.
  • Ability to simplify and communicate complex cybersecurity topics to non-technical audiences.
  • Experience in crisis communication and public awareness campaigns is an advantage.
  • Proficiency in collaborating with creative teams for visual and multimedia content development.
  • Excellent organizational and project management skills with the ability to manage multiple tasks simultaneously.
