Location: Kyiv, with business travel to Zaporizhzhia, and Donetsk region (Kramatorsk, Slovyansk, Druzhkivka, and Artemivs’k Cities) 

Contract: Full-time position, up to 31 August 2016 (renewable)

JOB SUMMARY

The Psychosocial Support Program Officer will work together with IMC team in Kyiv and its partner organizations in Kyiv and throughout Ukraine (including Zaporizhzhia, and Donetsk region (Kramatorsk, Slovyansk, Druzhkivka, and Artemivs’k Cities) to support day-to-day activities and achieve the following results:

  • Efficient implementation of psychosocial support (PSS) capacity building projects with partner organizations, specifically those based in Kyiv;
  • Coordination and information sharing between IMC Kyiv office and regional partner organizations;
  • Advocacy and dissemination of “IASC Guidelines for Mental Health and Psychosocial Support in Emergency Settings” to regional PSS service providers, including NGOs, state social service providers, state emergency service providers;
  • Coordination of Referral Mapping for PSS and other services for conflict-affected populations in the relevant region.
  • Participate in translation, revision, technical editing, and formatting of IASC documents and training materials.

ESSENTIAL RESPONSIBILITIES

  • Organizational capacity building and coordination: Actively coordinate with partner organizations located in target regions; facilitate information sharing between Kyiv-based team and partner organizations (specifically those based in Kyiv). Provide regular mentorship and organizational capacity-building activities for partner organizations to ensure that partner organizations meet IMC’s financial, logistical, and reporting requirements.
  • Program training and capacity building: Work with IMC Training Coordinator to develop training materials in IASC Guidelines and psychosocial support (PSS) tailored to partner organization needs.
  • Organize and co-facilitate training activities in IASC Guidelines and MHPSS for service providers (helping professionals; volunteers) associated with selected partner organizations working with conflict affected populations. Facilitate follow-up training and mentorship activities for partners independently (with remote supervision from Training Coordinator).
  • Referral Mapping: Work with local partners to map PSS service providers and other services relevant to conflict-affected populations in target region. Create document listing relevant services and resources. Facilitate dissemination of information about existing services and supports to strengthen referral networks, both through written output and development of referral workshops for regional service providers. Aid in development and facilitation of trainings in assessment of beneficiary referral needs. Through all activities work to strengthen links and referral mechanisms for mental health and psychosocial support services and other humanitarian and social service activities on a regional level.
  • Coordination and dissemination: Attend national humanitarian section cluster meetings (e.g., MHPSS Subcluster; Child Protection Subcluster) as possible. Engage with governmental representatives and with international and local NGOs engaged in MHPSS programming and services to orient them on the “IASC Guidelines for Mental Health and Psychosocial Support in Emergency Settings” and associated documents. Disseminate informational materials and media messages on IASC Guidelines to PSS providers, including through meetings workshops, and conferences as needed. Organize and co-facilitate meetings and workshops associated with IASC Guidelines Task Force consisting to governmental and non-governmental stakeholders based in Kyiv.
  • Monitoring and Evaluation: Under supervision of Kyiv-based M&E Officer, assist in implementation of M&E procedures developed in collaboration with partner organizations. Complete organizational capacity monitoring activities. Ensure that partner organizations complete M&E activities accurately and on time.

Qualification/ Skills

  • Bachelor/Masters level (degree in social work, psychology, or related field is preferable)Qualification/ Skills:
  • Extensive knowledge and experience related to mental health and psychosocial support (MHPSS) programming in the humanitarian context
  • Knowledge and experience developing and facilitating trainings, workshops, and meetings, including with MHPSS service providers and government officials (training experience in MHPSS preferable)
  • Experience of working in international projects (preferable)
  • Strong organizational skills
  • Strong writing and reporting skills
  • Strong translation, editing, and document formatting skills
  • Strong interpersonal skills and the ability to work with various groups of conflict – affected population: IDPs, veterans, volunteers
  • Honest, hardworking and a self-motivated person
  • Ability to work within a team structure through remote coordination
  • Ability to travel on short notice, including regular travel between Kyiv and target cities in Donetsk region and Zaporizhzhia to engage with partner organizations
  • Excellent English, Ukrainian and Russian verbal and written skills
  • Computer skills: word, excel
