Regional Policy Advisor (full-time, Kyiv)

In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which was meant to reshape the relations between the national, regional and local levels and build institutional capacity. Given the important new tasks, responsibilities and financial resources that local self-governments were given, the implementation of the reform required to be accompanied by expert advice, trainings and diverse support measures. U-LEAD (Ukraine-Local Empowerment, Accountability and Development) with Europe was launched to become a special measure conducted as a multi-donor action by the EU and its member states Germany, Estonia, Sweden, Denmark, Poland and Slovenia to support the Ukrainian government in the implementation of the decentralisation reform.
The Regional Policy Advisor is responsible for:
- Advising the Programme on the issues related to the regional development policy in relation to EU accession process of Ukraine with focus on the Negotiations Chapter 22 Regional Policy and Structural Instruments;
- Providing technical knowledge and expertise on regional development policy and relevant legal framework in relation to multi-level governance (decentralisation reform) of Ukraine;
- Ensuring the necessary technical coordination of accession discussions for the Programme, liaising with the relevant national, regional and local authorities, institutions and organisations;
- Designing, implementing and monitoring capacity development measures in the field of regional development (of key stakeholders at the national and regional levels);
- Ensuring compliance with GIZ standards and rules in all aspects of the Programme;
- Providing technical advice to GIZ team members and partners in the fields related to the regional development;
- Contribution to planning, monitoring & evaluation as well as reporting;
- Carrying out data collection and analysis relating to a variety of legal topics and proposing measures on harmonisation of regional development policy with EU requirements under Chapter 22 Regional Policy and Structural Instruments;
- Analysing developments related to the assignment and preparation of high-quality reports and briefs, providing inputs and feedback;
- Preparing drafts of legal opinions, correspondence, notes or other documents;
- Initiates, designs and coordinates implementation of the capacity development measures aimed at the regional and national level stakeholders in the field of regional development in relation to the EU accession process;
- Contribution to the capacity development measures (as a speaker, facilitator, etc.), public events and meetings;
- Proactively supporting (providing advice) implementing partners in implementing activities ensuring content quality and adherence to GIZ rules and procedures;
- Identifying possible synergies across various levels (national, regional, local) and sectors contributing to regional development;
- Ensuring smooth coordination with the partners and stakeholders;
- Coordinating the work of national and international experts.
Required qualifications and experience:
- Masters/MSc MA degree, preferably PhD degree in the field of law, European integration/ EU Law, international relations, public management or other relevant fields;
- At least 6 years of professional working experience in the sphere of regional development in Ukraine and EU, local self-government reform;
- Experience in conducting policy/legal analysis in the fields related to regional development, preferably across various sectors;
- Work experience in the public administration and/or international organisations and/or NGOs;
- Previous experience in designing and/or implementing capacity development measures at the regional and national levels in the field of regional development and/or multi-level governance;
- Knowledge of Ukrainian legislation related to decentralisation reform and other related sectoral reforms, in general, and regional development policy reform, in particular;
- Understanding and interest in current reform agenda and EU accession process of Ukraine, especially related to regional development and local self-government reforms;
- Communication, presentation and organisational skills;
- Excellent knowledge of computer applications (e.g. MS Office);
- Proficiency in English and Ukrainian.;
- Outstanding organizational and time management skills, ability to manage multiple tasks simultaneously, solve problems, manage and meet deadlines and maintain a high quality of work;
- Diligence and responsible work ethic;
- Readiness for occasional business trips within Ukraine, in compliance to the current GIZ travel policy.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv with the possibility of remote work during the war. The assignment starts asap.
