Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Strengthening Communities in South and East Ukraine through Localized Action (EMPOWER)” to fill the position of the:

Project Manager Protection / PSS (full-time, Kyiv / Dnipro / Mykolaiv)

(internal SAP code: Project Manager)

Due to the widespread destruction of essential basic services in Ukraine, more than 14.6 million people, including 3.7 million internally displaced persons (IDPs), are in dire need of assistance, particularly in the eastern and southern regions.

To address the pressing need for comprehensive support, the new Multi-Donor Action “Strengthening Communities in South and East Ukraine through Localized Action (EMPOWER)” is planned. The project will be financed by the Federal Ministry for Economic Cooperation and Development (BMZ) through Transitional Development Assistance (ÜH) funds and receive co-financing from EU with a total commissioning value of up to 37.5 Mio. EUR. The objective is to provide protection, psychosocial support and essential assistance to populations particularly affected by the war in selected regions of South and East Ukraine (6 oblasts) with a focus on war-affected population and vulnerable groups. The project will be implemented along the Humanitarian-Development-Peace (HDP) Nexus with a strong focus on the localization agenda, enabling local partners to expand and improve basic service provision and promoting local ownership.

The project is part of the GIZ Ukraine. The duration of the Action is scheduled from 01.06.2024 to 31.12.2026. The project is looking for two Project Manager Protection / PSS who will be responsible for the following:

Job responsibilities:

The Project Manager Protection / PSS will be responsible for:

  • implementation of the project activities and achieving goals in 6 target regions (Kharkiv, Sumy, Dnipro, Zaporizhzhia, Kherson, Mykolaiv);
  • building and monitoring strong partner structures with implementation partners.

Profile & Tasks

PROJECT COORDINATION:

  • planning and implementing assigned activities in the respective region with implementing partners (NGOs) via preparation, conclusion and steering of grant agreements and local contribution contracts;
  • controlling and monitoring the budget of the assigned activities;
  • implementing assigned activities independently, contractually, and commercially, considering the applicable GIZ rules;
  • active involvement in preparing and implementing capacity building measures, exchange events, cross-oblast visits;
  • responsible for communication and coordination, cooperation with GIZ headquarters and the GIZ country office for the implementation of assigned activities;
  • compiling the relevant information for joint activities and assignments;
  • participating in monitoring of the activities and achievement of the project indicators;
  • coordinating relevant project activities with colleagues responsible for activities in other clusters;
  • supporting colleagues responsible for activities in other clusters if necessary;
  • cooperating with partner and stakeholder settings, with national and international partners on different levels;
  • arrange and coordinate the contribution of national and international consultants/experts;
  • initiate, prepare and coordinate needs assessment and further tender or contracting processes.

COMMUNICATION AND NETWORKING:

  • prepare input and contributes to communication requirements to the implementing partners (NGOs);
  • cooperate with local communities, relevant organizations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain proper communication of the activities;
  • involvement in monitoring the communication of project activities with all partners involved, including Resilient Society PMC unit, namely Communication team;
  • involvement in establishing and maintenance of networks between the partners;
  • facilitate regular contact and dialogue with other respective GIZ projects;
  • compile the relevant information for joint activities and missions;
  • carry out PR measures (internally and externally) for project activities (articles, newsletters, database with pictures etc.) in cooperation with RS cluster Communication team.

 KNOWLEDGE MANAGEMENT:

  • compile information about respective activities and ensures the transfer of knowledge both internally and externally;
  • participate in the development of ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures;
  • draws up reports and presentation documents;
  • prepare appropriate input for various project reports including annual reports to the commissioner, and contributes to the other reports required by the project director and GIZ Head Office;
  • perform other duties and tasks at the request of the management.

Required qualifications and skills:

  • academic degree in public administration, political science, social sciences, health sector or similar;
  • proven ability to work in the professional context of change processes or humanitarian sphere;
  • at least 3 year of theoretical and practical working experience in a multidisciplinary environment, preferably with international stakeholders in preferably public sector;
  • prior work experience with GIZ is a strong asset;
  • proven ability to work in a politically sensitive context;
  • proven experience and willingness to work in a multidisciplinary project team;
  • excellent language skills (written and oral) in Ukrainian and English are required. Knowledge of German is an asset;
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management;
  • excellent organizational, social and communication skills and proven ability to meet deadlines;
  • proven ability to work independently and as part of a team;
  • very good working knowledge of digital tools and technologies for information processing, communication, content creation, problem solving and computer applications (e.g. MS Office) as an independent user;
  • ability and willingness to travel within Ukraine and abroad.

Employment conditions

The assignment starts as of 01.06.2024. Full-time position with 40-hours working week. Probation period – 3 months. Place of duty: Kyiv with partially remote mode. For now, the contract duration is till the end of 2025, with a probability for prolongation.
