Вакансія: Project Manager

 Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking qualified professionals for U-LEAD with Europe | Ukraine – Local Empowerment, Accountability and Development Programme to fill the position of:

Project Manager (full-time, any oblast centre of Ukraine on GCA)

In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralization reform, which reshapes the relations between the national, regional and local levels and builds institutional capacity. The success of the decentralization reform greatly depends on the coordination and cooperation between the different stakeholders involved into reform implementation at the national, regional and local levels. Given the important new tasks, responsibilities and financial resources that local self-governments have gained, the implementation of the reform has to be accompanied by expert advice, trainings and diverse support measures. U-LEAD (Ukraine- Local Empowerment, Accountability and Development) is a special measure which is conducted as a multi-donor action by the EU and its member states Germany, Estonia, Sweden, Denmark, Poland and Slovenia to support the Ukrainian government in the implementation of the decentralization reform.

To support the implementation of the U-LEAD with Europe Programme activities, we are looking for a highly motivated Project Manager with proven experience in project management, spatial planning, solid administrative and organizational skills and good knowledge of local self-government reform.

Areas of responsibility:

  • Contributing to implementation of project activities and capacity development events related to project management, spatial planning and natural resource management.
  • Contributing to activities related to project management in municipalities.
  • Contributing to analysis and research on project making, spatial planning and natural resources management.
  • Supporting external and internal communication and visibility of U-LEAD with Europe.
  • Contributing to planning and producing content for reporting in coordination with Head of Regional Operations Unit and team members of Regional Operations Unit.

Tasks:

Project Manager:

  • Supports Regional Operations Unit in the implementation of the U-LEAD with Europe Programme.
  • Coordinates identifying the problems and needs of municipalities in preparation of city-planning documentation, spatial development, recovery and development projects implementation.
  • Contributes to the preparation and implementation of capacity development measures on project management, spatial planning and natural resource management.
  • Delivers consultations, trainings and other capacity development and experience dissemination activities for municipalities on spatial development, recovery planning and project management.
  • Participates in the working groups on the related topics.
  • Involves into quality assurance of events organized and activities implemented by external experts on spatial planning, resource management and project management topics. Coordinates work of short-term national experts (including quality check of agendas of events, presentation materials, reporting and other relevant documents).
  • Contributes to coordination of initiatives and projects supported by the Programme and implemented by civil society organizations: support in contractual procedures, advice on project conceptualization, activities and budget, supervision of activities, monitoring of overall implementation of projects.
  • Contributes to Monthly Activity Planning of U-LEAD Regional Operations Unit and operational planning of the Programme.
  • Prepares communication events and materials within the area of responsibility, collects, finalizes and distributes best practices, lessons learnt and other informational materials.
  • Ensures proper filing of documents according to the requirements of GIZ filing procedures in its Document Management System (DMS).
  • Cooperates with other GIZ projects, other Programme Units in the spatial planning, resource management and project management areas as well as with the colleagues from Regional offices as and when required.
  • Ensures discreet behavior vis-a-vis third parties in all internal matters.
  • Communicates and reports regularly to Deputy Head of Regional Operations Unit.

Required qualifications, experience and competences:

  • Bachelor’s Degree (or equivalent) in the fields of spatial planning, engineering, city planning, project management, public administration, or other relevant fields or equivalent.
  • At least 3 years of experience in the area of project management.
  • Prior experience of project management at municipal level.
  • At least 3 years of experience in the area of spatial planning and natural resource management.
  • Good knowledge of the decentralization and relevant sector reforms.
  • Experience in administration at municipal or regional level is an asset.
  • Strong organizational and planning skills.
  • Team player capabilities with excellent communication skills.
  • Strategic thinking and problem-solving skills.
  • High degree of self-organization and motivation.
  • Excellent command of Ukrainian; English language skills are an asset.
  • Good computer skills (MS Teams, Word, Excel, Powerpoint etc.).
  • Ability to work under pressure and with tight deadlines, flexibility and ability to work with people of different professional and cultural backgrounds, result-orientation.

Employment conditions

Full-time position with 40-hours working week. Duty station is any oblast centre of Ukraine on GCA. Starting as soon as possible. The contract duration is until October 2024 (with possible prolongation).
