Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Support in coping with the consequences of the war for the water supply in the border region of Moldova and Ukraine” (WASSER) to fill the position:

Project Manager (full-time, Kyiv or Lviv)

The “Support in coping with the consequences of the war for the water supply in the border region of Moldova and Ukraine” (WASSER) project is funded by the Federal Ministry for Foreign Affairs (AA) and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The Project aims to enhance the capacity of authorities and municipalities in a selected project region along the Ukraine-Moldova border to effectively manage crisis situations in water supply and wastewater services.

The Russian aggression in Ukraine has worsened the fragile water and sanitation infrastructure in the Dnister Basin. In this context the German Foreign Office commissioned a respective project.  The project supports stabilizing water supply and enhances cross-border cooperation between Moldova and Ukraine. It helps selected municipalities along the border to better respond to crises in water and wastewater management. Building on existing partnerships, the project seeks to mitigate war-related impacts on water infrastructure in the region.

Funded by the German Ministry for the Environment the Ukraine Nature Conservation Group (UNCG) is conducting a gap analysis on biodiversity support in Ukraine. The measure aims to assess current biodiversity efforts through mapping and gap analysis, identifying actions, locations, actors, funding, and sustainability. It fosters collaboration among Ukrainian stakeholders and improves external communication. Based on this, further analysis will focus on mobilizing expertise and funding to integrate biodiversity into Ukraine’s green recovery. GIZ supports this measure in the field of contracting of respective international experts.

Responsibilities

In agreement with project management:

  • Supporting the management in all activities necessary for setting up the water and sanitation project “Support in coping with the consequences of the war for the water supply in the border region of Moldova and Ukraine” (WASSER).
  • Support the management in developing operational plan and long-term approach to implementation as well as to ensure quality in line.
  • Support ToR development and contracting processes of external experts for the UNCG Biodiversity measure and support integration of results in the GIZ Biodiversity portfolio.
  • Ensure administrative activities related to procurements of services and products in line with GIZ procedures. Monitoring of assignments conducted by external consultants and ensuring deliverables in a timely manner and in a high quality.
  • Ensure reliable communication and implementation of activities with selected partners in Moldova and Ukraine.
  • Develop the capacity development plan for further implementation.
  • Support partners in the border region of Moldova in Ukraine to prepare emergency measures in the WSS sector.
  • Deliver capacity development measures for qualified personnel in the border region.
  • Deliver gender sensitive information campaigns regarding WSS safety.
  • Develop and ensure a framework for cross-border exchange between project partners in Moldova and Ukraine.
  • Interpretation and translation as needed.
  • Organization and coordination of project events.
  • Performing other tasks assigned by the manager, where required.

Main activities

  • Provision of advisory support to national and local partner institutions in WSS sector.
  • Support the evaluation missions in the initial stage of project implementation.
  • Develop ToRs for expert services (national and via HQ).
  • Ensure communication with GIZ colleagues from GIZ Moldova in matters related to the implementation of the project.
  • Support the implementation of the UNCG biodiversity gap analysis project.
  • Developing ToRs, coordinating expert inputs, monitoring deliverables.
  • Supporting staff and partners in the implementation and operation of the project’s results-based model (related results, indicators, outputs).
  • Provide direction and guidance to short-term experts’ team & responsible parties involved in the project implementation.
  • Raise concerns, timeline slips, and probability of missed deadlines to management.
  • Support monitoring and reporting processes of the project.
  • Performing other tasks assigned by the project manager.

    Required qualifications, competences and experience

Qualifications

  • Master/University degree in Public Administration, Economics, Management and Organizational Development, Law, Environmental or Engineering Sciences.

Professional experience

  • At least 5 years of professional working experience in international cooperation.
  • At least 2 years of professional working experience in German Cooperation context.
  • At least 5 years of experience in working in the Water Supply and Sanitation sector.
  • Experience with GIZ commercial and procurement procedures.
  • Previous professional expertise in interacting with national government stakeholders, regional and local public authorities.
  • Experience in coordination of multi-stakeholder projects.
  • Excellent communication skills.

Competencies

  • Communicate effectively with and support team members to deliver quality and build strong relationships.
  • Offers and responds to feedback in a constructive manner.
  • High proficiency in written and spoken Ukrainian and English.
  • Good working knowledge of ITC technologies and applications (e.g. MS Office).
  • Keen interest in the field of international cooperation for sustainable development in Ukraine with particular focus on climate action and energy efficiency.
  • Work experience in dealing with international teams.

Employment conditions

Full-time position with 40-hours working week. The contract duration is until December 2027. Duty station is either Lviv or Kyiv. The employee is expected to work at least 10 days in the office and the remaining days remotely within the territory of Ukraine.
