BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP Ukraine office is scaling-up food assistance (via in-kind food and cash-based transfers (CBT) to the affected populations in Ukraine within its Limited Emergency Operation (LEO). The scale-up plans include providing assistance to additional 2.4 million affected civilians with in-kind food in hard-to- reach areas and rapid response rations for displaced populations across the country, as well as plans of assisting at least an additional 500,000 internally displaced people with CBT leveraging national social protection systems. In order to meet the operational scale-up while ensuring quality and principled response, WFP is signing partnership agreements with non-government organisations (NGOs), the government and other UN agencies. WFP Ukraine is recruiting a Programme Policy Officer to manage a dedicated FLA management team under the Programme Unit, which is managing all NGO partnerships for the implementation of programme activities.

Under the direct supervision of the Programme Policy Officer (FLA management) and the overall supervision of the Head of Programme, the Programme Associate FLA Management will be responsible for the provision of support to policy and programme activities that effectively meet NGO partnerships management.

ACCOUNTABILITIES/RESPONSIBILITIES:

The Programme Associate will manage activities aimed at ensuring that WFP remains compliant with its policies and guidelines in managing cooperating partners. These activities include implementing due diligence activities, budget recognition and monitoring in WINGS, WFP’s business processes, capacity building and strengthening of the CPs and WFP staff. Precisely, the following are expected accountabilities. The incumbent will be responsible for the following duties:

  • Preparation of drafts Field Level Agreements and/or memoranda of understanding (MOUs) between WFP and NGO-partners and also WFP and Government counterparts;
  • Provide up-to-date tracking of the utilization of the budget against planned targets, and advise on any observed discrepancies and implications;
  • Support NGO Partner invoice-claim and payment process; ensuring timely review, verification and processing of invoices, including distribution reports by all relevant team members as per the established standard operating procedures (SOP);
  • EnsurethatthepartnerpaymentstatusisproducedandcirculatedtoManagementonamonthly basis and feedback provided to partners on a timely basis as per the SOPs;
  • Maintain an up-to-date “FLA Tracking Sheet” and other tracking tools, and share with management on a weekly basis provide status of signed versus unsigned, commitments (Purchase Orders), expenditures (SES) and payments;
  • Draft correspondences/memoranda related to partnerships and FLAs and provide information for briefings on partnerships, FLA for programme briefings, talking points, and reports as required;
  • Maintain an up-to date list of contacts of all NGO partners focal points;
  • Design and implement an efficient filing system (electronic and hard copies) on FLA matters.
  • Lead the management of NGO-partner performance monitoring, documentation and filing by coordinating timely submission of input by all relevant entities;
  • Conduct performance review of partners as required; and
  • Facilitate task force activities on FLA budget implementation monitoring and tracking including bilateral meetings with NGO partners and field oversight visits.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: 

First Degree, preferably in Social Sciences, Finance, Public Administration, Governance & Public Policy, International Relations, or development studies

Experience: 

At least 2 years of work experience in partnerships/budget management, agreement formulation or equivalent roles.

Knowledge and skills: 

  • Proficiency in MS Office packages, especially word processing and spreadsheet
  • Ability to analyse and interpret programmatic and financial data
  • Good communication skills to provide specialized business support services to a wide range of individuals within WFP and externally
  • Ability to build relationships with a variety of individuals across functions; and
  • Experience in coordinating the work of others and self, training, and supporting others

Languages: 

Fluency in oral and written communication in English and Ukrainian languages.

TERMS & CONDITIONS: 

Job title: Programme Associate (NGO Partnerships Management)

Type of Contract: Service Contract Level 6/5 (depending on candidate’s relevant work experience as determined by WFP). Other contract types may be suggested and may be different from the modality in the current vacancy announcement. 

Unit/Division: Programme – FLA Management/NGO Partnerships

Duty Station (City, Country): Kyiv, Ukraine. 

Duration: till 31 December 2022 (possible extension)
