IREX office in Ukraine is seeking a qualified professional to fill the position of Program Officer (Conflict Resolution Lead) for its United Voices in Action (VIA) program. The Program Officer (Conflict Resolution Lead) will work on strengthening resiliency and dispute resolution skills and build critical information consumption skills to combat malign influence campaigns that may exploit IDPs.

Your Background & Skills 

  • 5+ years of dialogue building, social cohesion, and/or conflict resolution experience 
  • 3+ years of demonstrated administration and leadership experience 
  • Experience working with international donor-funded projects 
  • Strong command of spoken and written English, Ukrainian, and Russian Prior experience working with IDPs is preferred 
  • Prior experience working with teens and children is preferred  
  • Excellent interpersonal and communication skills 
  • Ability to be creative and generate new ideas 
  • Strong attention to detail and responsibility 
  • BA in social science, conflict resolution, or similar discipline 

Your Daily Tasks 

  • Lead project activities under Objective 1A that are focused on conflict resolution; 
  • Oversee, monitor, and administer day-to-day management of training and curriculum development project activities;  
  • Provide technical input into adaptation of existing curriculums and oversee the adaptation of interactive training techniques and Human Centered Design (HCD) to engage IDPs and receiving community members in constructive dialogue and developing solutions around issues of mutual concern, focusing on the following:  
  • Build key communication and dialogue skills necessary for increasing intergroup social cohesion through IREX’s Yedyna Hromada (YH) approach 
  • Build critical information consumption skills to combat malign influence campaigns that may exploit IDPs by incorporating IREX’s L2D media literacy methodology into the curriculum 
  • Incorporate GESI principles to establish relationships between diverse groups 
  • Oversee the implementation of the small grants program for local NGOs which are already working on conflict resolution with teens and school children in Ukraine; 
  • Supply technical assistance in relevant areas of expertise, and provide technical advising to program grantees; 
  • Track and analyze work-plan activity progress toward project objectives;  
  • Work closely with local partners on joint activities that aim to solve underlying tension, discrimination, or other obstacles to social cohesion;  
  • Work closely with IREX monitoring and evaluation staff to track and analyze project indicator data, ensuring effective monitoring, evaluation, and reporting of program activities;  
  • Oversee coordination of training events, including material design and printing, ensuring that objectives and targets are met on time and within budget;  
  • Develop scopes of work for STTAs linked to conflict resolution; 
  • Identify STTAs in coordination with project leadership;  
  • Interact regularly with opinion leaders, government officials, trainers, civil society and media groups, and other program stakeholders;  
  • Develop and maintain effective collaborations with program partners;   
  • Create a referral system with IDP-serving and women-led groups who have developed expertise in trauma-informed care and addressing Gender Based Violence (GBV); 
  • Organize joint Ideation Workshops to identify local needs and develop solutions for joint community projects that contribute to social cohesion at the local level; 
  • Work and oversee partnerships with relevant organizations to adapt Ideation Workshops for teens to encourage youth leadership and community engagement; 
  • Work with the team to host a national event for program beneficiaries and stakeholders, including media and government officials, to showcase activities and find common ground for collective future action. 
  • Drive innovation of resources created under the VIA program;  
  • Travel throughout Ukraine to attend program events and meetings (if possible and according to IREX policy and the public health situation in Ukraine);  
  • Stay up to date with monitoring the situation in Eastern Ukraine and how it affects staff and communities to ensure the safety of all participants;  
  • Other duties as assigned.
