Position Summary:

The Program Manager will be responsible for leading, coordinating, and the overall success of cybersecurity capacity building and technical assistance programs funded by the US Department of State. These responsibilities include communicating about the program; ensuring alignment of programming with customer, beneficiary, and CRDF Global’s organizational priorities; overseeing project implementation; liaising with customer(s); planning and directing program activities with the Regional Director EE Hub and Program Director throughout Central and Eastern Europe. Successful candidate will have demonstrated experience in managing multiple projects simultaneously; collaboration with US and other international governments, academic, and NGO stakeholders; management and development of project teams; management and achievement of financial, operational, and personnel key performance indicators.

CRDF Global adheres to the Workforce Framework for Cybersecurity (NICE Framework), published March 5, 2024 which describes Task, Knowledge, and Skill (TKS) statements, Work Role Categories and Work Roles, and Competency Areas, as well as the relationships between those elements for the cybersecurity workforce. Within the NICE Framework, this position aligns with Program Management, Work Role ID OG-WRL-010. 

Major Responsibilities:

  • Manages a portfolio of international cybersecurity capacity building projects valued at approximately $10M. Designs and implements project plans using best practices for Project Management (for multiple projects) that may include charter, WBS, statements of work, schedules, deliverables, monitoring and evaluation plans, and project budgets; prepares and submits reports and proposed modifications if necessary. Conducts project forecasting and financial management.
  • Ensures that service delivery processes are documented and followed.
  • Monitors vendor service delivery performance and identify areas for improvement.
  • Participates in managing stakeholder relations and networking with US and other international funders.
  • Manages sub-award budgets, including planning, administration, and financial reporting of project expenses upon closeout of the sub-award(s).
  • Provides oversight of the project teams. Supervises staff, recruits, hires, on-boards staff; manages their workload; establishes work and development goals with staff; and provides feedback on performance standards.
  • Develops concepts and new project ideas as part of proposal development process.
  • Represents program or projects at external events.
  • Supports other programs and staff, as required.
  • Gather feedback on customer satisfaction and internal service performance to foster.

SKILLS AND KNOWLEDGE REQUIREMENTS:

  • Work authorization to work in Ukraine;
  • 10+ years of progressively responsible work experience in program management of technical assistance and/or capacity building projects;
  • 5 years of team management experience;
  • Demonstrates strong project management skills and experience, including management of financial aspects of programs;
  • Demonstrates skills and experience overseeing project teams and supervising staff;
  • Proven ability to build and maintain relationships with partner organizations and key external stakeholders;
  • Strong written and verbal communication skills and proven ability to write compelling content;
  • Fluent in Ukrainian and English languages;

PREFERRED:

  • Business Development and Capture experience (e.g., Proposal writing and review experience).
