In 2020, UNDP Ukraine expanded its governance portfolio to include new initiatives and successfully building on previous pilots and smaller but scalable interventions. With the advent of new political leadership in 2019, Ukraine has intensified its drive towards digitalization of state services – well in line with the Presidential commitment to deliver on the “Your State in Your Smartphone” initiative. UNDP Ukraine has been working in administrative service re-modelling, social innovation and digitalization, open data and better digital governance for over 15 years now. In 2020, UNDP Ukraine plans to launch a new programme to support the digital transformation in the country that will last for three years and aims to assist the Government of Ukraine not only in delivering state services online or through a mobile platform but also in having a Human Rights-Based Approach (HRBA) to digitalization policy design. 
 
The Digital, Inclusive, Accessible: Support to Digitalisation of Public Services in Ukraine (DIA Support) Project was presented to the Ministry of Digital Transformation of Ukraine. Within the DIA Support Project, UNDP will assist its government counterparts, first and foremost the Ministry for Digital Transformations (MDT) to select two complexes of services that representatives of vulnerable groups face in life situations to enable the delivery of digitalized or digitally-enhanced, mobile-based services. 
 
Therefore, UNDP Ukraine seeks to hire a Policy and M&E Associate to support the implementation of the Project. 
 
Under the overall guidance and supervision of the Digitalisation Policy Specialist, the Policy and M&E Associate provides ongoing Project and administrative assistance and support to the Digital, Inclusive, Accessible: Support to Digitalisation of Public Services in Ukraine (DIA Support) Project, performing a variety of standard administrative processes ensuring high quality and accuracy of work. 
 
The Policy and M&E Associate collaborates with the operations, programme and project staff in the Country Officer (CO) to exchange information and ensure consistent services delivery.
 
The incumbent will also promote UNDP’s mandate as a gender-responsive organization with zero tolerance to discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.
 

Duties and Responsibilities

Summary of Key Functions
  • Assist with policy analysis and capacity development of the MDT, the Parliamentary Committee and the network of Chief Digital Transformation Officers (CDTOs); 
  • Contribute to the project report and on-demand pieces related to the thematic progress of the Project;
  • Elaborate necessary documentation to operationalize and steer programmatic initiatives and activities;
  • Support the collection and use of data;
  • Assume responsibility for all monitoring and evaluation activities within the Project, including serving as the focal point for external monitoring and evaluation exercises; 
  • Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise; 
  • Promote a safe and enabling environment free of any discrimination and abusive behaviour;
  • Any other task assigned by the Supervisor.
1. Assist with policy analysis:
  • Search and systematize existing regulations and compile their elements into a regulatory pipeline / business-process map;
  • Assist the Digitalisation Policy Specialist with managing external experts and contractors, including legal and policy transformation experts;
  • Support developing capacities of the MDT, the Parliamentary Committee and the network of Chief Digital Transformation Officers (CDTOs) on strategic planning, participatory policy-cycle, HRBA and gender mainstreaming for public policy, and policy impact analysis, thereby strengthening their capacity to generate a more inclusive policy that guides digitalization of Public Services (design of online and mobile-based services);
  • Conduct interviews with policy design and implementation practitioners to determine whether the policy elements function as intended.
2. Contribute to the project report and on-demand pieces related to the thematic progress of the Project
  • Liaise with the PR / Communications Associate for producing regular reports as required by the Government of Sweden or ad-hoc reports and thematic publications;
  • Assist in preparation of Annual Work Plans through the result-based approach with indicators and targets at output and activity level;
  • Be responsible for coordinating and compiling on-demand analytical pieces and reports.
3.  Elaborate necessary documentation to operationalize and steer programmatic initiatives and activities
  • Draft analytical documents, such as concept notes, briefs, fundraising considerations;
  • Conduct research and analysis, process statistical data, draft conclusions and recommendations pertinent to the establishment of regulations on digitalization of administrative services, which spell out mandates and operational procedures for the duty-bearers;
  • Design TORs and supervise the work of sociological contractors and consultants hired to design polling or other relevant instruments;
  • Support the process of developing knowledge products in the domain of digital solutions for citizen services.
4. Support the collection and use of data
  • Develop and propose a suitable method for data collection which includes, but is not limited to, surveys, focus groups and qualitative methods aimed at ensuring the participation and representation of Project’s target groups;
  • Support data collection activities at the field level, identify the needs for data collection and develop TORs when outsourcing of such services is necessary;
  • Support the data entry and processing system. Track performance indicators, identify implementation patterns, setbacks and successful practices.
5. Assume responsibility for all monitoring and evaluation activities within the Project, including serving as the focal point for external monitoring and evaluation exercises
  • Support the continuous monitoring, review and evaluation of project activities and make field visits to conduct qualitative and quantitative checks to obtain feedback;
  • Prepare periodic M&E reports capturing qualitative and quantitative aspects, according to the annual work plans and log frame of the Project;
  • Liaise with external monitoring and evaluation teams as envisaged by the project document and implementation plan.
6. Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise
  • Use the principles of gender-responsive monitoring and evaluation in line with the UNDP corporate standard.
7. Promote a safe and enabling environment free of any discrimination and abusive behaviour corporate standards
  • Support the promotion of team culture of gender equality and zero tolerance to any sexual misconduct in the team through leadership and personal example;
  • Demonstrate respect for gender equality in professional interactions, identify and address sexism and gender discrimination;
  • Respect differences and accord equal spaces and dignity regardless of personnel’s gender, race, sexual preference, ethnicity, ability, or other markers of identity;
Measurable outputs of the work assignment
  • Drafts of policy documents, policy maps, regulation re-engineering plans and recommendations;
  • Draft Annual Project Report and thematic reports furnished on time and of high quality;
  • Project M&E systems are established and maintained regularly to ensure that data is robust, well-stored and analyzed for performance.

Required Skills and Experience

Education
  • Bachelor’s Degree in Public Policy, Economics, Management, Business Administration, Social Sciences, Data or Business Analytics or related field.
Experience
  • Minimum 3 (three) years of relevant professional experience in developing and administering monitoring and evaluation systems for development projects based on the results-based approach;
  • Experience with policy documents of all levels (laws, subsidiary regulations, orders and decrees), including analysis of business-processes as prescribed by these documents;
  • Experience in the usage of computers and office software packages (MS Word, Excel) and advanced knowledge of spreadsheet software. Skills of developing online instruments for gathering and analyzing data;
  • Experience in data collection through qualitative and quantitative methods;
  • Previous experience with statistical (SPSS, Stata, R or similar) and database management (Access or equivalent) software is an asset.

Language Requirements

  • Fluency in English, Ukrainian and Russian (both spoken and written).
