The Financial Sector Reform Activity (FSR) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.

The FSR is looking for candidates to fill in the Investment Opportunities Consultant position (STTA).

CONSULTANCY OBJECTIVES:

The main objective is to assist FSR to identify opportunities for FSR to unlock the potential of private, international and impact capital to drive inclusive growth through domestic investments. USAID/Ukraine and FSR are primarily interested in high-impact sectors that are critical to Ukraine’s economic resilience, generate employment and have a high potential to increase sales and exports.

The Consultant will serve FSR to carry out Small and Medium Enterprise (SME) pipeline development activities in Ukraine, provide an up-to-date analysis of value chains in Ukraine that meet USAID/Ukraine’s and FSR objectives, and identify options, funders and constraints for blended finance instruments. 

CONSULTANCY STAGES AND PERFORMANCE TASKS:

Under In collaboration with the FSR Team, the Consultant shall:

  • Perform an up-to-date value chain analysis (i.e. as of the contract start date) on high potential sectors for investment in Ukraine and recommend priority sectors and segments. Priority sectors should be high-impact sectors that are critical to Ukraine’s economic resilience, generate employment and have a high potential to increase sales and exports. The consultant should also provide analysis on the type of investments needed, investor interest and potential instruments that meet investment needs. The consultant may recommend value chains based on their knowledge for FSR and USAID/Ukraine approval. 
  • Provide an analysis of the best options for blended finance instruments, potential funders, how they could be deployed, and any constraints to developing them. The consultant should take into consideration what role FSR can play based on the likely parameters of its SME support activity, i.e. that its funds may not be used to capitalize businesses, funds or financial institutions, and recommend optimal approaches for implementation. The analysis should also prioritize any other leverage that can be used for blended finance options (other IFIs/donors, DFIs, guarantees, funds etc.). The analysis should include the estimated investment need (amount, tenor, instrument), risks, business readiness, type of investment readiness support that is required, and likely impact.
  • Based on the value-chain analysis and analysis of the blended finance instruments, develop and maintain an active pipeline of at least fifteen investment opportunities that could be eligible for investor funding. The pipeline should be updated monthly.
  • Working with the FSR team, develop a scope of work for tailored technical support to five priority projects to make them investment ready. These projects will be selected by FSR and USAID/Ukraine from the pipeline provided. The consultant will make introductions between FSR and the businesses. The support may be provided through grants or direct technical assistance procured by FSR.
  • The Consultant shall coordinate closely with the FSR communication team to ensure that the correct branding and marking are utilized during the consultancy.

QUALIFICATIONS:

  • Fluent in Ukrainian and / or Russian 
  • A bachelors or masters degree in finance, business, or other field relevant to the TOR
  • At least ten years experience in SME consulting, investment banking, fund management, access to finance or similar consulting experience.

EXPERIENCE:

  • Experience analyzing SME investment opportunities
  • Experience working with funds or private equity firms
  • Demonstrated knowledge of the Ukraine SME sector
  • Experience working with USAID projects preferred, but not required
