Background

The conflict in eastern Ukraine, which started in 2014, has had widespread impacts on the human security of the civilian population. The civilian toll of the war in Ukraine is approaching 14,000 (as of September 2022). Since 24 February 2022, one-third of Ukrainians have been forced from their homes, including 7 million refugees and 7 million internally displaced people (Source: OCHA) and some 13 million people are estimated to be stranded in affected areas or unable to leave due to heightened security risks (Source: UNHCR), destruction of bridges and roads, as well a lack of resources or information on where to find safety and accommodation.

Landmines and explosive remnants of war (ERW) contamination represent a significant danger to Ukrainian communities and humanitarian and recovery efforts. These threats require immediate attention to expedite recovery and reconstruction efforts and, most importantly, to keep people safe. Supporting national institutions efforts to effectively lead the national response will be essential as mine action is a prerequisite for reconstruction and sustainable development in support of wider recovery efforts. 

The Government of Ukraine has been undertaking a reform of its mine action response in line with the International Mine Action Standards that include gender dimensions and the National Action Plan to implement the UN Security Council Resolution 1325 “Women, Peace and Security”. New legislation has been passed in December 2018 and together with the Code of Civil Protection of Ukraine and other related secondary legislation (e.g. establishment of Interregional Center for Humanitarian Demining and Rapid Response of the State Emergency Service of Ukraine) it provides the basis for more efficient and coordinated mine action in Ukraine. The amendments to the Law of Ukraine ‘On Mine Action in Ukraine’ were adopted by the Parliament in September 2020 and signed by the President in December 2020. The role of the National mine action authorities is currently shared between the Ministry of Defence, and the Ministry of Internal Affairs (MoI). While the State Emergency Service of Ukraine (SESU), serves as the lead agent at Interregional level, extensively supported by international partners.

The mine action law – along with the related institutional setup – was developed before the recent war and will require a review to be more “fit for purpose” in today’s very complex and rapidly shifting environment. Prioritizing scarce mine action resources to the most relevant tasks will require evidence-based plans relying on assessments, strong sector oversight and close coordination with all key stakeholders at government levels through integrated, multi-sectoral and inclusive, whole-of-government approaches. 

UNDP in Ukraine has been leading the Mine Action Area of Reponsibility (MA AoR) since 2015. The MA AoR serves as a coordination platform for both national and international MA stakeholders. The overall role of the MA AoR Information Management Officer is to support UNDP Ukraine leadership of the mine action subcluster in information management and inter-agency coordination processes led by OCHA, including but not limited to the appeals processes, data collection, assessment and reporting. The Information Management Analyst (IMA) will develop surveys, design data collection tools, review, analyze and interpret responses, identify needs and gaps and plan response for the MA AoR. The MA AoR IMA will be responsible for the mine action AoR to OCHAs information products, including 5W, assessment registries, services maps, supply maps and seek to facilitate MA AoR meetings, conferences, briefings, as well as development of reports.

The incumbent will work under the direct supervision of the Mine Action AoR Coordinator.

The incumbent will accelerate gender equality and women’s empowerment with all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation, and abuse.

Duties and Responsibilities
The Information Management Analyst (IMA) is an essential member of the Mine Action Area of Reponsibility Coordination team. This position is responsible for managing the collection, analysis, and dissemination of information from AoR members regarding their key activities, objectives, and gaps. The IMO will facilitate the analysis and dissemination of information to decision makers, such as HCT, ICCG, cluster lead agencies, and cluster members, so that they can make strategic decisions based on evidence.

To serve the needs of all AoR members, the IMA is expected to work impartially and closely with the AoR coordinator and key coordination staff from the UNDP mine action project. 

Coordination

  • Manage the the secondary data analysis tagging team to distribute the workload;
  • Develop and maintain information management network(s) for the MA AoR in Ukraine in accordance with IASC guidance to facilitate humanitarian information exchange and the promotion of data and information standards;
  • Develop coordinatioin tools in the different pillars of Mine Action;
  • Support the UNDP MA AoR coordinator with information management and the coordination processes led by OCHA, including but not limited to the appeals processes, data collection, assessment and reporting;
  • Support MA AOR strategic coordination with Information Management capacity in conducting regular meetings at national and sub-national levels;
  • Engage with counterparts within the cluster system (national and humanitarian actors) to ensure that information and data related activities are coordinated consistently with global and national standards and practices;
  • Contribute to the design and implement data strategies, and systems that strengthens the MA AoR and advocate for the use of harmonized data standards and common platforms, and for the open exchange of information.

Data management 

  • Design, develop and manage databases, spreadsheets and other data tools in line with mine action operations in Ukraine including 5Ws (‘Who does What, Where, When and for Whom’ database), contacts/distribution lists, etc.; 
  • Contribute to the development and testing of response monitoring and reporting tools for the OCHA lead cluster system.
  • Consolidate mine action operational information on a regular schedule to support analysis;
  • Develop and maintain spatial baseline and operational datasets to support mine action programs in Ukraine; 
  • Maintain a repository of spatial data and ensure that the data are documented and accessible to mine action partners through local and/or online services;
  • Provide training and expertise on the use and development of information management tools and platforms to cluster members (INGO and LNGO partners) as well as national institutions in Ukraine.

Assessment analysis 

  • Provide data excerpts and analysis, per the requests.
  • Lead the information management aspects of assessments and monitoring, including supporting the development and analysis process of joint needs assessments; secondary data reviews, preliminary scenario definitions and multi-cluster rapid assessments and related partner training;
  • Providde strategic analyses on the activities of Mine Action operators that will inform gaps, overlaps and address coordination challenges. 
  • Provide information management leadership for the Humanitarian Programme Cycle (HPC) processes, including the establishment of mine action cluster indicators, severity, People in Need (PiN), targets, and reached calculations.

Data analysis

  • Adapt existing in-country information management approaches for collecting, analysing, and reporting mine action AoR activities and resources, and identifying information/data gaps;
  • Participate in the development, implementation and management of new indicators, together with its accompanying data, to be included in a common humanitarian data systems;
  • Provide substantive support on the development of analyses and communication products on mine action coordination.

Vizualisation

  • Develop and update high-quality map products and online services; 
  • Produce and update information products such as reports, snapshots, dashboards, charts and infographics by turning data into graphical products to convey messages and a storyline; 

Web management

  • Manage Mine Action AoR humanitarian content on HR.info, ReliefWeb, IMS (GIS), and other relevant web platforms;
  • Provide overall quality control for the platforms and ensure content is current, comprehensive and follows relevant metadata standards;
  • Work with external counterparts on related web platforms such as agency and cluster websites and ReliefWeb to facilitate cross-site search and interoperability.

Required Skills and Experience
Min. Education requirements
  • Advanced university degree (Master’s Degree) in Data Analysis, information management, information systems, web management, data management, geographic information systems and mapping or other relevant field is required.
  • A first-level university degree (Bachelor’s Degree) in Data Analysis, information management, information systems, web management, data management, geographic information systems and mapping or other relevant areas with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant work experience 
  • Minimum 2 years (with Master’s Degree) or 4 years (with Bachelor’s Degree) of relevant experience, on the national or international level, in  information and data management, analysis, research and policy-level analysis. 
  • Experience within the mine action sector or the cluster system in an international organization or non-governmental organization in a complex emergency conflict or post-conflict setting is a strong asset.
  • Experience in mine action related data analysis, collection, and visualization systems, to include geographic information systems (GIS), within the UN common system is an asset.
  • Knowledge of mine action standards and norms, information management systems (e.g., IMSMA), and experience using ActivityInfo, Power BI, SharePoint ecosystem, Adobe Creative Cloud, Kobo Toolbox, ArcGIS online, Excel, R, and Power Automate applications is an advantage.
  • Deep understanding of the humanitarian sector architecture, response operations, coordination structures, particularly HCTs, ICCGs and clusters in relation to mine action is an advantage. 

 

Required skills
