Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking for the “Security Risk Management (SRM)” team a qualified staff member to fill the position of a:

Geographical information systems (GIS) Analyst (full-time, Kyiv/Lviv)

(internal SAP code: Security Risk Management Specialist)

The “Security Risk Management (SRM)” supports all projects of the German state development cooperation and fulfils tasks to support the delivery capability and the best possible guarantee of personal security of its clientele. The RMO provide services in three fields of action: (1) information and advice, (2) coordination of missions, and (3) crisis prevention and management.

Tasks and Functions:

GIS Analyst Responsibilities:

  • Produce maps for the periodic incidents in country/oblasts with appropriate representative symbology (e.g., heatmaps, clustering, categorized) using cartography software like QGIS or ArcMap, using custom basemaps that meets the purposes of security and analysis contexts.
  • Keep a record, create, and maintain the database of incidents and shapefiles of all geographic data, in addition to the data entry on daily basis.
  • Produce and develop a data visualization for the security situation periodically (weekly, monthly, Quarterly, yearly, etc) using data visualizing tools like Power BI, Tableau or D3.
  • Produce, develop, and maintain interactive maps using Python, JavaScript or any other programming or development language.
  • Produce thematic maps as a supporting visual material for reports and presentations for CRM or any other project in need.
  • Perform geographical analysis for areas of high security threats and classify incidents according to impact and threat level.
  • Produce mapping solutions and web applications according to the context development and the security needs.
  • Managing and maintaining a digital library of geographic maps in various file types.
  • As part of the SRMA-Analysts team responsible for drafting the analysis and forecast for the country, including the generating of factors and indicators and drafting of reports.

Other tasks:

  • Monitoring of monthly movement restrictions affecting the GIZ-Ukraine operations.
  • Capturing of daily security incidents into relevant databases.
  • Drafting of monthly statistics data and graphs with monthly security overview.
  • To support and enable the effective and timely response to all security-related threats and other emergencies.
  • To ensure effective risk mitigation through the establishment of a coordinated security threat and risk assessment mechanism within the framework of a common, system-wide methodology.
  • Support the development of high-quality, best-practise security policies, standards, and operational procedures, including the appropriate degree of standardization.
  • To support implementation and monitor compliance with those security policies, standards and operational procedures.
  • Performs other duties and tasks at the request of management.

Qualifications:

  • Degree in computer science, geography, surveying, engineering, or related field.
  • Experience with GIS and cartography tools such as QGIS, Arcmap, Google maps/my maps, Google earth).
  • Experience in web mapping and web development tools and libraries such as leaflet, open-layers or Mapbox.
  • Experience in data visualization tools such as Power BI, Tableau or D3.
  • Outstanding quantitative skill set.
  • Attention to detail and good problem-solving skills.
  • Analytical mindset.
  • Excellent written and verbal communication.
  • Good interpersonal skills.

Professional experience:

  • At least 2 years professional experience or master’s degree in Geography, cartography, or GIS development/analysis.
  • A good knowledge of the political and security context is an asset.
  • working with International NGO is an asset.

Other knowledge, additional competences:

  • Fluent in Ukrainian and English.
  • Strong computer skills, particularly in MS Office application (e.g. word, excel, PowerPoint).
  • Ability to work under stressful conditions, self-initiator, flexible and able to work with people of different backgrounds, service oriented, friendly personality, well organized and motivated.
  • Willingness to upskill as required by the tasks to be performed.
  • Be able to work over hours and weekends, if necessary, be available for standby duty on a regular basis.

Employment conditions

The assignment starts latest as of 01.06.2024. Full-time position with 40-hours working week. Place of duty: Kyiv or Lviv. The contract duration is one year with a probability for prolongation.
