Mission and objectives

Context

Within the Energy and Environment Portfolio, together with partners UNDP contributes to climate change mitigation and adaptation, and development towards a low-emission and climate-resilient economy, by removing policy bottlenecks, developing market mechanisms, and assisting municipalities in implementing energy-efficient solutions. The ongoing full-scale war in Ukraine has already resulted in significant loss of life, devastating destruction of infrastructure and unprecedented displacement internally and towards neighboring countries. From 5 April 2022, the Government of Japan has provided a contribution of US$4.5 million to the UNDP for emergency Explosive Ordnance (EO) clearance and debris removal in Ukraine. The project Emergency Grant Aid for humanitarian assistance in Ukraine and neighboring countries: Emergency EO clearance and debris removal to ensure safe human mobility and access to essential goods and services for humanitarian supports will help provide safe access for humanitarian deliveries through the restoration and maintenance of critical routes, to be implemented by UNDP over a period of six months. That project is built around four main pillars: – identifying critical delivery routes in close coordination with local authorities on their immediate needs for access and humanitarian actors, – liaising with SES Explosive Ordnance Disposal teams to survey and clear these routes of EO presence, – facilitating safe access with the demolition of any unstable structures and the removal of debris, – maintaining cleared routes for continued safe access.

Task description

Under the overall supervision of the Energy and Environment Portfolio Team Lead and the direct supervision of the Mine Action & Debris Removal Programme Manager of Emergency EO clearance and debris removal to ensure safe human mobility and access to essential goods and services for humanitarian support, and in close collaboration with UNDP Gender Specialist, the UN Volunteer will undertake the following tasks:

• Improve gender mainstreaming in project activities and project management tools, including gender results tracking and gender analysis of the data collected;
• Ensure that the different needs, constraints, capacities, and priorities of the diverse groups are understood and addressed in all activities and project documentation;
• In collaboration with the UNDP M&E Associate and project M&E Specialist, ensure that all data provide accurate information on implementation activities in the context of gender equality issues;
• Prepare analytical and regular progress reports on gender equality results to donors and to CO management;
• Ensure EO risk training for UNDP demolition and debris contractor(s), implemented by the project, integrates a focus on gender equality in mine action among other topics; • Accelerate gender parity in teams of demolition and debris removal contractors;
• In collaboration with UNDP Communications Analyst, conduct communications activities to address the impact of EO and war debris on women and men from diverse groups and to challenge gender bias against women obtaining mine action or debris clearance work;
• Utilize consultations with women’s groups and other stakeholders in the community to make recommendations on how to incorporate the best practices into project areas related to gender equality and women’s empowerment;
• Manage the process of collecting and sharing lessons learned to identify areas of strategic priority to guide improvement to attention to gender equality concerns;
• Analyze and research information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing and joint programming related to the promotion of gender equality;
• Support with preparation of donor proposals and reports to ensure quality compliance with requirements as per established UNDP rules, regulations, strategic plans, etc.;
• Provide any other technical assistance which may be required to project implementation, monitoring and evaluation related to gender equality issues;

Requirements

Required experience

3 years of experience in promoting gender equality and women’s empowerment. Previous experience as a volunteer and/or experience of another culture, (i.e., studies, volunteer work, internship) would be highly regarded.

Required education level

Bachelor degree or equivalent in Women’s/Gender Studies, Social Sciences, International Development, or a related field from an accredited academic institution. Master’s degree in the mentioned areas will be considered as an advantage.

Living conditions and remarks

As it is a national UN Volunteer’s assignment, the volunteer shall organize his/her accommodation by themselves. Taking into account the current circumstances in the country, telecommuting arrangements can be applied by the Host Entity. Entitlements of National UN Volunteer (Specialist – Step 1) The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1534 (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses. Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
