DAI is seeking qualified candidates for the Finance Manager position on an anticipated USAID-funded governance project. If awarded, this will be a full-time position based in Kyiv. Objectives and Duties:
The Finance Manager will manage all activities related to finance according to DAI’s policies and procedures. He/she will directly supervise and support accounting processes and ensure compliance of all related activities.
- Supervise Accountants in all finance and accounting related activities
- Analyze project burn rate to identify bottlenecks and areas for improvement
- Review the bi-monthly finance reports for presentation to the Director of Operations, COP, and Home Office (HO)
- Ensure all financial reports are submitted to DAI headquarters in accordance with the DAI monthly finance calendar
- Ensure that any/all contractual financial reporting requirements are identified and complied with in a timely and accurate manner.
- Review the process of CCN salary calculations and disbursements
- Oversee the employees, grantees and other vendors’ advance payments and settlements
- Oversee the relationships with the local bank, including the processes of opening and closing accounts
- Oversee the process of reconciling local cash accounts
- Ensure the project accounting is provided with clearly auditable and tracible electronic and physical filing systems
- Review findings of regular financial file audits to ensure compliance and identify areas for improvement
- Approve payments in accordance with the Project Schedule of Authority
- Review and approve all financial operations with regards to reasonableness, allocability, and allowability, adhering to DAI policies, contractual terms, and other applicable rules and regulations
- Advise project leadership and HO on project financial matters
- Oversee and monitor use of company accounting systems (vFER/FAS), cloud software for backup documentation, etc.
- Train finance staff in any financial system knowledge gap
- Ensure that Grant Disbursements are processed according to the Grant Agreements and in accordance with USAID regulation and DAI policy
- Responsible for the project compliance with Ukrainian tax codes, including timely submission of required reports and data to the authorities
- Set up and supervise the project tax exemption process according to the bilateral agreement provisions
- Coordinate all tax exoneration documents, other tax exemption documents, and reimbursement of local taxes documents, if needed, with Accountants
- Serve as back up accountant when applicable
Qualifications:
- A minimum of seven (7) years of progressively responsible finance and accounting experience in terms of the job tasks and responsibilities outlined above; USAID-funded project experience is a plus
- Bachelor’s degree in Accounting, or similar area; master’s degree preferred
- Excellent knowledge of MS Excel as well as electronic communications programs required
- Fluency in English and Ukrainian is required
- Strong knowledge of Ukrainian Tax Code
