About Mercy Corps:
Mercy Corps is a leading global organization powered by the belief that a better world is possible. In disaster, in hardship, in more than 40 countries around the world, we partner to put bold solutions into action — helping people triumph over adversity and build stronger communities from within.
Now, and for the future.
The Program:
Enhancing resilience is at the heart of what Mercy Corps does and how we work. Mercy Corps strengthens sources of resilience to enhance the capacities of people, markets, and institutions to handle shocks, reduce risk, build more equitable and responsive systems, and improve well-being. Through our programs, partnerships, and influence, we support communities to cope, adapt, and ultimately thrive.
The 3-year FCDO-funded Building Livelihoods and Opportunities for Optimised Markets (BLOOM) program aims to provide resilience support (farm & off-farm) to improve the food security and self-reliance of vulnerable, war-affected households and communities by protecting and restoring their food production and livelihoods. BLOOM will address immediate livelihood needs and market barriers in conflict-affected oblasts utilising a push-pull approach: Track 1 provides direct support (push) where needed, while Track 2 supports and strengthens the market systems Ukrainians rely on most both in and out of crisis (pull). Track 1 strengthens the resilience of vulnerable populations, helping them cope and adapt within ongoing crisis. This includes farm and off-farm cash grants, capacity strengthening, and protection services. These efforts, delivered in partnership with local actors, promote equity by enabling vulnerable households to transition from meeting immediate needs to economic self-reliance. Track 2 complements Track 1 with “pull” mechanisms to improve quality and responsiveness of the social and economic systems communities rely on. A Market Systems Diagnostic will identify systemic barriers that hinder micro, small, and medium-sized enterprises’ (MSME) resilience and growth. The program’s Growth and Resilience Opportunity Facility (GRO Facility) will offer a suite of customised support for local actors, including a Challenge Fund, to pilot inclusive business models and catalyse local investment. By integrating real-time learning from Track 1, the Diagnostic will inform evidence-based, targeted solutions to meet Ukraine’s evolving recovery needs.
The Department Summary:
Notably, nearly all our programming is delivered in partnership with local and national civil society organizations matching humanitarian action and resilience programing with capacity strengthening and a real commitment to localization.
Community Accountability Reporting Mechanism (CARM):
As an organization, Mercy Corps is committed to accountability to all our stakeholders, to the resources that are entrusted to us, and especially to the people we serve. Mercy Corps takes a participatory approach in engaging with local communities throughout the program design and implementation processes.
Mercy Corps takes a participatory approach in engaging with local partners and communities throughout the program design and implementation processes. The Community Accountability Reporting Mechanism (CARM) is an essential part of Mercy Corps’ commitment to be accountable to affected populations, to program quality, to integrity, and to enable communities to provide feedback and continuously influence and shape programs. Further, it is a mechanism for the prevention of corruption, fraud, sexual exploitation, and abuse. Mercy Corps’ CARM in Ukraine consists of multiple two-way channels and a database system to manage feedback. CARM provides individuals, partner organizations, local groups, and other stakeholders with a way of raising questions, ideas, suggestions, and complaints with Mercy Corps – while also remaining safe and secure and receiving a timely response from our organization.
General Position Summary:
The Community Accountability Officer is an important team member who is responsible for ensuring adherence to Mercy Corps CARM minimum standards for the BLOOM program (Resilience portfolio), including both Mercy Corps and Partners, support implementing partners in addressing complex feedback cases, coordinating with the program team and Partners (including both Consortium organizations and local partners), and preparing relevant monthly reports. Additionally, the Community Accountability Officer represents CARM during program progress reviews and other meetings.
To ensure Mercy Corps CARM (Community Accountability Reporting Mechanism) standards are met, the Community Accountability Officer will support partners in implementing and enhancing their community feedback systems. If partners lack their own systems, they will use Mercy Corps’ CARM system, with the Officer ensuring that partners promote and advertise Mercy Corps CARM channels. All incoming feedback will be managed by Mercy Corps Community Accountability Officers according to the established standard operating procedures. In situations where the partner is developing their own community accountability reporting mechanism, the Community Accountability Officer will assist in capacity strengthening activities with those partners, including training and mentoring, while coordinating with Mercy Corps’ Community Accountability Manager and Program Officers in these duties.
