Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the programme “Supporting decentralisation in the context of reconstruction and EU integration in Ukraine / UDU – U-LEAD with Europe – Phase III” to fill the position of the:

Development Policies Advisor (full-time, Kyiv)

(internal SAP code: Advisor)

“U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme” is a multi-donor action of the European Union and its member states Germany, Denmark, Poland and Slovenia which supports the efforts of the Ukrainian government in the area of decentralisation and regional development, as a top priority on its political agenda.

Building new and strong Ukraine with the atmosphere of integrity and transparency is among the priorities of Ukrainian Government.

Upcoming international investments and Ukraine’s further course towards EU membership require transparent distribution mechanisms both on national and local levels. The massive financial support envisaged for reconstruction intends to support the country to build itself back better and to introduce reforms in rule of law, anti-corruption and anti-fraud, as well as good local governance that further constitute essential conditions of EU membership.

Responsibilities:

The Development Policies Advisor is responsible for:

  • Advising the Programme on development policies in relation to multi-level governance of Ukraine, EU accession processes and public investment management (PIM) reform.
  • Planning & monitoring of development at the national and regional levels (State Regional Development Strategy, Regional Development Strategies & Action Plans. Public Investment Management related plans), financial and institutional support to regional development (DREAM, State Regional Development Fund, etc.), implementation of projects, etc.
  • Monitoring & analysis of public investment planning and implementation processes at regional and local levels, as well as assessment of sources and financial support mechanisms (loans, grants, direct budget financing etc.).
  • Designing, implementing and monitoring capacity development measures in the field of regional development and related needs in the field of EU accession (of key stakeholders at the national and regional levels).
  • Analyzing policy, Programme and public initiatives developments related to the assignment and preparation of high-quality reports & briefs.
  • Proactively establishing and maintaining cooperation with various stakeholders.
  • Ensuring compliance with GIZ standards and rules in all aspects of the Programme.
  • Providing technical advice to GIZ team members and partners in the fields related to regional development.
  • Contribution to planning, monitoring & evaluation as well as reporting.

Tasks

  • Initiates, designs and coordinates implementation of the capacity development measures aimed at the regional and national level stakeholders in the field of regional development in relation to the multi-level governance, EU accession and PIM.
  • Contributes to the capacity development measures (as a speaker, facilitator, etc.) in the field of regional development.
  • Proactively supports (providing advice) implementing partners in implementing activities ensuring content quality and adherence to GIZ rules and procedures.
  • Drafts high-quality reports analyzing policy developments in the field(s) related to the assignment.
  • Identifies possible synergies across various levels (national, regional, local) and sectors contributing to regional development.
  • Ensures smooth coordination with the partners and stakeholders.
  • Coordinates the work of national and international experts.
  • Organizes capacity development & networking events.

General obligations

  • Contributes to the overall knowledge and data management; systematically files and maintain document management in accordance with GIZ standards.
  • Manages cooperation, ensuring regular contact and dialogue with relevant internal and external stakeholders to maintain good working relationships.
  • Complies with GIZ rules and standards.

Other / additional tasks

  • Performs other duties and tasks at the request of management.

Required qualifications, competences and experience

Qualification

  • MA degree in the field of development/regional economics, finance, public policies or other relevant fields.

Work experience

  • At least 5 years of professional work experience in the field of national and regional development, preferably combining experience at the national and regional, but also international levels.
  • Experience in conducting policy analysis in the fields related to national, regional or local development with a link to the EU integration and public finances.
  • Work experience in research institutions, public administration and/or international organisations.
  • Strong experience in data analysis in the areas related to national and regional statistics, public finances and development policies.

Other qualifications

  • Knowledge of Ukrainian state development policies, public finance and EU accession processes.
  • Understanding and interest in current reform agenda, especially related to regional development, public finance and EU accession.
  • Excellent knowledge of MS Office and data analysis software.
  • Professional proficiency in English and Ukrainian.
  • Organizational and time management skills, ability to manage multiple tasks simultaneously, solve problems, manage and meet deadlines and maintain a high quality of work.
  • Reliability, confidentiality, flexibility and stress resistance.
  • High degree of loyalty, self-organization and motivation.
  • Team player with intercultural communication skills and service-oriented attitude.
  • Work experience with GIZ and/or other international organizations is an asset.
  • Readiness for frequent business trips to different locations within Ukraine and abroad.

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration is 1 year.
