Project Overview

Pact is recruiting for a Deputy Chief of Party (DCOP) for a five-year, USAID-funded project entitled ServingLife. The project will reduce HIV, tuberculosis (TB), and Hepatitis C (HCV) transmission through detection, care, and treatment of people living with HIV, TB, DR-TB and HCV in pre-trial detention centers, prisons, and post-prison settings in Ukraine.

Position Purpose

The DCOP is an executive level position responsible for working with the Chief of Party (COP) and the technical team on the design and delivery of program activities. This includes providing technical and strategic leadership, supporting the achievement of the project’s technical objectives, and ensuring high-quality, results-oriented delivery of technical assistance and support to all partners.  This position is contingent upon award.

Key Responsibilities

  • Provide technical leadership and direction on project strategies to support government and NGO partners to effectively plan and deliver a comprehensive package of HIV, TB, DR-TB and HCV services in the prison system and following incarceration.
  • Ensure comprehensive and high-quality technical programming in accordance with expected technical quality standards and reporting requirements.
  • Supervise technical staff and liaise with relevant technical and program staff from partner organizations.
  • Ensure that Pact provides high-quality technical assistance to local partners to strengthen capacity; conduct regular monitoring and mentoring visits to local partners.
  • In coordination with the COP, act as liaison to relevant donors, the local government, and other stakeholders.
  • Serve as Acting COP in the COP’s absence.
  • Perform other duties as assigned.

Basic Requirements

  • At least 8 years of experience in implementing programs addressing the challenges faced by people living with HIV, improving HIV/AIDS, TB, and other health services at facilities or within prison systems, and planning and management of health services for key population groups in developing countries.
  • Advanced degree (Masters or PhD) in public health, health administration, or social work.
  • Demonstrated experience implementing USAID and PEPFAR programs.
  • Proven track record of building teams and fostering collaboration with host country governments, NGOs, and private sector in order to achieve goals, meet milestones, and produce high-quality deliverables.
  • Demonstrated track record in successfully building and effectively managing diverse teams of employees.
  • Demonstrated effective interpersonal skills, creative problem-solving, and ethical management.
  • Professional level English and Ukrainian ability – both written and oral.
  • Demonstrated ability to develop and maintain strong relationships with governments and civil society partners.

Preferred Qualifications

  • Prior experience serving as a DCOP, preferably on USAID programs.
  • Experience working in the penitentiary sector, preferably in Ukraine or Eastern Europe.
