The FSR is looking for candidates to fill in the COMMODITY EXCHANGE BUSINESS DEVELOPMENT SPECIALIST position on a short-term basis.
The purpose of the Financial Sector Reform Activity (FSR) in Ukraine is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.
FSR will be implemented through four interlinked components:
- COMPONENT 1: Market Regulation and Supervision
- COMPONENT 2: Financial Infrastructure
- COMPONENT 3: Private Sector Intermediaries and Facilitators
- COMPONENT 4: Transparency and Communications
Under Component 2, the FSR Project supports the development of capital and commodities markets in Ukraine. Depending on the circumstances, this support could include the launch of specialized exchanges (e.g., for energy, digital assets, etc.). The emphasis is on developing commodity markets (energy and agriculture) on-exchange commodities trading).
The Ministry of Economy of Ukraine (MoE), under the Protocol of Cooperation with FSR, requested the Project to support development of a new commodities exchange for gas and timber with the possible extension later to agriculture, from initial design to operation. Based on preliminary assessment, the Project sees potential in launching a new commodity exchange in Ukraine and, among other objectives, intends to support the capacity of the Ministry of Economy of Ukraine by hiring a project manager that would dedicate his/her time to the initiative of launching the new commodities exchange and will report to both the Ministry and the Project.
The Project therefore is looking for candidates to fill in the COMMODITY EXCHANGE BUSINESS DEVELOPMENT SPECIALIST position on a short-term basis, who will be tasked with managing and organizing support for creation of a full-fledged commodity exchange based on the team and resources of the Prozorro.Sale auction platform, a subsidiary of the Ministry of Economy.
POSITION DESCRIPTION
FSR is seeking a highly skilled professional with extensive experience in managing projects in the public sector and good understanding of the operation of commodity exchanges. The expert should demonstrate experience managing project priorities, stakeholders, staff, and project resources and achieving successful outcomes.
The Consultant will perform the following tasks, connected with management of the Prozorro Exchange project (the PE Project):
- Work planning, including setting deadlines, prioritizing tasks, identification of the needed resources, allocation of resources;
- Stakeholder management, including work planning, status reporting, ensuring allocation of staff and other resources, stakeholder risk management, etc.;
- Project performance monitoring and optimization;
- Preparing the necessary documentation, including the PE Project periodic reporting, requests to stakeholders, documents needed for compliance, etc.;
- Regular analysis of the PE Project financial data, including budget vs. actual, resource allocation and re-allocation, risks and risk mitigating factors, etc., and reporting on these to the Project;
- Manage and supervise internal experts, consultants;
- Support information requests from external consultants employed by FSR;
- Participate in the creation of the documentation governing the exchange functioning, such as operation framework, roadmap, stakeholder mapping, various manuals, etc.;
- Report to the to the Project and the Ministry of Economy;
- Conduct regular steering committee meetings with representatives of the Ministry of Economy and FSR to ensure alignment of visions, priorities, understanding of risks and opportunities.
The estimated length of the assignment is from June 15, 2023 till December 29, 2023.The consultant will be paid for completion of deliverables.
QUALIFICATIONS
- Master’s degree in finance, economics, trade, financial law, public or business administration;
- At least 15 years of professional experience in capital markets, organized commodity markets, or banking in Ukraine or the EU;
- At least 7 years of experience in senior management positions in capital markets, organized commodity markets, or in the banking sector of Ukraine or the EU;
- Experience in managing complex projects in the financial or commodity markets or capital market;
- A certificate of the National Securities and Stock Market Commission for the right to act in the capital markets and organized commodity markets (preferred);
- Fluency in Ukrainian and English (at least Advanced level). Excellent written and oral communication skills;
- Experience with the EU gas and/or timber exchange market and its instruments (preferred);
- Computer literacy in word processing, spreadsheet, and presentation software (Microsoft Office);
- Chartered Financial Analyst (CFA) certificate (desirable).
