Job Title: Chief Analyst.
Project Name: Strategic Communications Support Platform.
Job Type: Analytical Support Office.
Location of Position: Hybrid: 3 days/week in Kyiv office, two days/week remote.
Reporting to: Deputy Team Lead in Ukraine.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-Time, January 2024 – March 2026.

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).

Citizenship: Ukraine.
Language Requirements: Fluency in Ukrainian/Russian and English, written and spoken.

Project Description: Alinea International has been contracted by the UK Government to establish a strategic communications support platform. This platform will support Ukraine government communications activities and priorities by assembling top talent in a format designed to meet the increased public demand for transparent communication caused by Russia’s illegal full-scale invasion of Ukraine.

About the Work: The expert will ensure all activities are delivered in time and are appropriately documented. S/he is expected to work closely with the Deputy Team Lead in Ukraine and be largely responsible for the day-to-day execution, QC, as well as aspects of process co-designs.

The Role:

• Co-designs all analytical processes and procedures in close cooperation with Deputy Team Lead-ASO, Team Leader, and ASO staff.
• Responsible for selection of senior ASO analytical staff.
• Develops, maintains, and adapts strategic communications analytical planning process.
• Supports the ASO’s engagement with external stakeholders such as data collection subcontractors.
• Co-designs and quality controls all ASO products, deliverables, and presentations.
• Delivers some ASO presentations at the discretion of Team Lead and Deputy Lead-ASO.

Required Qualifications:

• 5+ years mixed methods sociological research and analysis.
• Presentation experience at mid-senior levels of government.
• Managerial expertise and experience in a hire-fire capacity.
• Ability to be responsible for a team’s performance.
• Experience using media monitoring platforms in Ukraine.
