BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the world’s largest humanitarian agency, working towards achieving a world with zero hunger. Since the beginning of the conflict in Ukraine in February 2022, WFP has started to set up operations in neighboring countries to ensure food needs are met both inside and outside of Ukraine. WFP Moldova, following a request from the Government of Moldova and in coordination with UNHCR, provide cash assistance to the host community in Moldova.  

The newly established WFP Moldova office is now seeking to fill the position CBT Associate to provide analytics and contributions to the CBT activities or/and contribute to field operations, following an effective and integrated CBT approach meeting the food assistance needs of beneficiaries in Moldova. The CBT Associate will report to the CBT Coordinator in Moldova. The CBT Associate will support WFP Moldova on a full-time basis, initially, for a three-month period. Extension pending performance and continuation of WFP’s programme of work. 

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

Partnerships:

  1. Coordinate with Field Offices (FOs) and with Partnerships unit on the Field Level Agreements (FLAs) with WFP’s cooperating partners;
  2. Draft technical inputs for the Call for Proposal, proposal review matrix, FLAs, including annexes and related addendums/amendments;
  3. Assist in reviewing proposals and consolidating inputs from, Assist in communication and liaison with CPs when required.
  4. Assist in preparing for the orientation sessions, in identifying capacity building requirements and in facilitating training sessions accordingly In collaboration with FOs and partnerships unit
  5. Review key performance indicators (KPIs), liaise with FOs on cooperating partners (CPs) evaluations and prepare CP evaluation meetings, provide inputs for recommendations and support the validation of final evaluation reports and letters;

Reporting:

  1. Prepare unit’s inputs to any WFP and interagency reporting requirement (monthly, quarterly, yearly) such as COMET, Field Level Agreement (FLA) tracing, Invoice Tracking System, Activity info, etc.;
  2. Work closely with team members on the generation of any other periodic narrative reports by following up with the relevant unit for the completion of the reports in timely manner.

Finance:

  1. Coordinate with the Finance Unit to keep track and review all CP invoices, track the different lines within the committed budget and project expenditure over the FLA period;
  2. Act as WINGS (corporate WFP system) focal point for the CBT unit, create Purchase Requisition (PR) and raise service entry sheets (SESs) monthly for CBT activities such as loading, validation and CBT related cost;

Budget:

  1. Coordinate with the Budgeting and Programming Reporting unit on budget status monthly, on budget needed for new FLAs and simulate projection on budget requirements;
  2. Assist in monitoring open CBT Purchase Orders (POs) and ensure closure upon completion of activities.

Unit Support

  1. Contribute to the implementation of CBT operations in line with the global WFP strategy and regional/functional strategies, policies and plans;
  2. Assist in drafting/updating SOPs for each activity related to the CBT Unit;
  3. Support in monitoring the processes are in line with the Standard Operating Procedures (SOPs) in place;
  4. Follow up on the outcomes of the CBT steering committee with the relevant stakeholders.
  5. Assist in pre-screening applications for the selection of service providers;
  6. Keep all records and documents up-to-date and archived in a safe place;
  7. Provide CBT inputs for all internal and external reports (including Situation Reports (Sit-Reps, donor reports etc.).
  8. Attend meetings and draft the “minutes of meeting”; follow up on action points with colleagues to ensure the unit is reacting timely and respecting timelines;
  9. Support and back up the CBT programme associate/Assistant whenever it is required;
  10. Document operational risks and contribute to risk management during distributions.
  11. Perform other related duties as required.
  12. Ensure all CBT data is accurate and timely registered on corporate systems such as COMET, SCOPE, WINGs. Act as a focal point for any query on them.
  13. Undertake other assigned tasks, as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Completion of Secondary School certification. Post-secondary certificate in the related functional area is desirable.

Experience:

Experience of in troubleshooting and solving operational issue on CBT ideally in the context on a UN  agency or international organizations, is desirable.

Languages:

Fluent in English, Romanian and Russian. Desired fluency in Ukrainian. Knowledge of a second UN language is an asset.

Knowledge & Skills:

  • Experience in analysing operational context and trends;
  • Experience in supporting analytical and conceptual work on urban CBT strategy and implementation;
  • Experience in designing plans and operational scenarios in collaboration with key internal and external stakeholders.
  • Experience in analysing end-to-end CBT operations;

Duration: 3 months (ASAP), extension pending performance and continuation of WFP’s programme of work in Moldova.
