HEKS/EPER UKRAINE is looking AREA MANAGER (KHARKIV AND ZAPORIZHZHIA REGIONS)

Job objective

The Area Manager is responsible for management of the project activities in the designated areas, aimed at emergency humanitarian assistance to the people affected by the full-scale war in Ukraine. S/he takes a lead in the needs assessment, design and implementation of the humanitarian response activities in the designated areas in accordance with humanitarian standards, HEKS-EPER policies and procedures and resources available. S/he is responsible for supervising the field teams in the target regions and for overall smooth operation of the field bases. 

Main tasks and responsibilities

  • Monitoring and analysing the humanitarian, political, cultural, social and economic context in the designated areas;
  • In collaboration with Programme team, contributing to the development of the operational strategy in line with the HEKS-EPER policies and the emergency population’s needs in the designated areas;
  • Ensuring the coordination, development and monitoring of the programs implemented within his/her intervention zone;
  • Ensuring that the programs implemented in the designated areas are relevant, effective and consistent;
  • Ensuring that the programs in the designated areas are implemented in accordance with the approved proposal and requirement of donors’ and HEKS-EPER strategy, policy and technical requirements;
  • Keeps on overview of the budget for his/her geographical area of intervention and proposes the best ways of operations and activities benefitting the economies of scale and operational efficiencies;
  • Contributing to the new project’s conceptions in collaboration with Grant Manager and Programme Team;
  • Direct management of Emergency Team Leads in his/her designated areas and overall supervision of field teams in those areas;
  • Participating in recruitment of the field staff in his/her designated areas;
  • Promoting the commitment to HEKS-EPER internal policies and inform the supervisor in case of lack of respect;
  • Ensure that the field teams in his/her designated areas provide MEAL team and Grant manager with all relevant monitoring, evaluation and reporting documents requested;
  • Contribute with his/her relevant technical expertise to the design and implementation of programme interventions;
  • Liasing with regional and local authorities, relevant partners and stakeholders, UN and NGOs at local and regional levels in his/her designated areas in order to build synergies and strengthen coordination of the humanitarian activities;
  • Supervising the overall security situation (monitoring the security environment; ensuring the application of procedures; managing any security incidents) at the field levels in the designated areas. 

The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.

Competencies & requirements

  • Work experience: Minimum 3 years of experience in project management or regional/field coordination in the non-government sector of Ukraine
  • Education Degree: University degree in Social Sciences, project management, business or related field
  • Extensive NGO background, with significant understanding of understanding of humanitarian as well as development programming
  • Excellent time management and communication skills
  • Ability to work independently in a fast-paced environment
  • Flexibility and responsiveness to fast-evolving context
  • Enthusiasm about fostering a culture of learning and evidence-based adaptive programming
  • Language skills: fluent Ukrainian and English languages
