“U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme” is a multi-donor action of the European Union and its member states Germany, Sweden, Denmark, Poland, Estonia and Slovenia which supports the efforts of the Ukrainian government in the area of decentralisation and regional development, as a top priority on its political agenda. The reform aims at promoting a viable and empowered local self-government (LSG) and thus bringing a positive change to people’s lives. Its success was acknowledged by the European Commission which recognised decentralisation in its Opinion on Ukraine’s application for European Union (EU) membership as “one of the most impactful and successful reforms implemented in the country”.
Building new and strong Ukraine with the atmosphere of integrity and transparency is among the priorities of Ukrainian Government. Martial law and humanitarian aid distribution in Ukraine exposed a line of challenges to be addressed to minimise corruption risks. It needs to be assured that arriving aid is managed in a proper and adequate manner, as well as to secure transparency of the procedures and their compliance with the law.
Investments planned by EU and further development of Ukraine after the war will require transparent mechanisms of their distribution both on national and local levels. The massive financial support envisaged for reconstruction intends to support the country to build itself back better and to introduce reforms in ‘rule of law, anti-corruption and anti-fraud, as well as good governance’ that further constitute essential conditions of EU membership. The need for integrity and transparency is evident, especially within the context of public procurement and financial management, in the interest of attracting investment for reconstruction.
Responsibilities:
The position holder is responsible for:
- Development of educational programs, ensuring effective and efficient program design and implementation in the framework of the U-LEAD with Europe Programme implementation to ensure high-quality capacity development measures for the municipalities of Ukraine;
- Support of Programme’s initiative to provide high quality capacity development measures and input to the target groups;
- Contribution to the process of accreditation of educational programmes if needed;
- Carrying out specific tasks concerning the knowledge management in the Programme;
- Contributing to policies analysis;
- Ensuring good communication and information flow with all stakeholders (political and implementation partners and within the U-LEAD with Europe team) and supporting them;
- Contributing to the planning, monitoring and evaluation processes at U-LEAD with Europe Programme.
Tasks:
The position holder
- Works with the methodology for the development of educational programs, ensuring effective and efficient program design and implementation;
- Utilizes strong knowledge of the accreditation process for educational programs for local self-governments to ensure compliance and maintain program quality;
- Evaluates the effectiveness of learning programs through assessments, surveys, and feedback mechanisms, and make recommendations for continuous improvement;
- Improves and develops analytical materials, providing valuable insights and recommendations on learning methodology;
- Provides quality assurance support for events, ensuring the highest standards are met and maintained;
- Organizes and analyze feedback from the target audience, identifying areas for improvement and making necessary adjustments to enhance the learning experience;
- Stays up-to-date with modern learning methods and tools, monitoring industry trends and incorporating innovative approaches into our programs;
- Provides expert advice and guidance on the most effective learning approaches, instructional design principles, and adult learning theories;
- Designs and delivers engaging training programs, workshops, and learning materials for various learning platforms (e.g., in-person, virtual, e-learning);
- Prepares training programmes for the necessary certification;
- Coordinates the organization of training sessions if needed, including scheduling, logistics, and participant management;
- Gathers best practices and success stories from educational programs, highlighting achievements and lessons learned to inform future program development;
- Collaborates with other units and stakeholders to identify learning needs, develop learning objectives, and create relevant content;
- Collaborates with other units to integrate learning initiatives into performance management, talent development, and succession planning processes;
- Participates in the development of e-learning solutions and tools in the U-LEAD;
- Participates in and promotes strategic and operational planning, monitoring and reporting of the U-LEAD;
- Promotes general knowledge and information management of the U-LEAD;
- Communicates and cooperates effectively with colleagues from the U-LEAD team and other GIZ projects in Ukraine;
- Coordinates regularly with Learning Lab Coordinator and reports to the Head of Unit.
- Supports the implementation of other project activities and other assigned tasks,
- Participates in trainings related to the needs of the assigned function and the associated obligations.
Required qualifications, competences and experience:
Qualifications
- Master’s Degree in the field of Public Administration, Law, Political Science or other relevant fields.
Professional experience
- At least 3 years’ work experience in development of educational programmes;
- At least 5 years’ work experience in public service, in local self-government bodies or higher education institutions providing educational services to public and local self-government servants;
- Proven experience working with educational program development methodologies, preferably in a similar advisory role.
Other knowledge, additional competences
- Deep understanding of process of education programmes development;
- Knowledge of legal aspects of decentralisation and local self-government reform;
- Proficiency in online learning;
- Excellent analytical skills with the ability to gather, interpret, and present data effectively;
- Strong organisational and planning skills;
- Team player with excellent communication skills;
- Strategic thinking and problem-solving abilities;
- High degree of self-organisation;
- Very good Ukrainian language skills;
- Good English language skills (at least Upper-Intermediate) and German is an asset;
- Good computer skills (MS Office Suite, Excel, Powerpoint etc.);
- Availability for frequent travel within the Ukraine.

Employment conditions
Full-time position with 40-hours working week. Duty station is Kyiv. Start date – as soon as possible. Contract duration is until 30 June 2024.
