Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Capacity Development for Climate Policy in the Countries of South-Eastern and Eastern Europe, the Southern Caucasus and Central Asia, Phase III (CDCPIII) “ to fill the position:
Advisor for Climate Adaptation (full-time, Kyiv)

The regional project Capacity Development for Climate Policy in the Countries of South-Eastern and Eastern Europe, the Southern Caucasus and Central Asia, Phase III (CDCPIII) works in the project region on behalf of the German Federal Ministry for Economic Affairs and Climate Action (BMWK).
- Selected measures (advisory services, implementation of dialogue events, pilot projects, studies, etc.) are implemented in very close coordination with the client to strengthen capacities for ambitious climate protection policies.
- Cooperation with selected partner countries – including Ukraine, which has recently received EU co-financing – on a longer-term basis and support to the implementation processes of the respective national commitments to implement the Paris Climate Agreement and the EU Association Agreement. Experience gained and project results achieved are made available to the partner countries and are fed into the international expert committees and networks.
In Ukraine CDCPIII supports the establishment of a Climate Innovation Resource and Consultative Centre (the “Ukrainian Climate Office”) with an EU co-financed measure and thus strengthens the capacity of government, companies and NGOs/CSOs for climate protection measures. The objective of the measure in Ukraine is to significantly contribute to the achievement of climate neutrality in Ukraine in 2060. Therefore, the cooperation advises the preparation of policies and implementation of measures in Ukraine that effectively support the transition to a climate-neutral, clean, resource-efficient, and secure energy supply and use. The main implementing partner is the Ukrainian Ministry of Environment and Natural Resources.
The coordination unit of the project is located in Berlin, Germany, while the position of the climate adaptation advisor is part of a team which is located in Kyiv, Ukraine.
Responsibilities
We are seeking a highly motivated and experienced Climate Adaptation Advisor to join our team in Ukraine. As an Advisor, you will play a crucial role in providing expert guidance and support to advance climate adaptation strategies and initiatives in the region. Your work will be instrumental in enhancing the resilience of communities, ecosystems, and infrastructure to the impacts of climate change. This is a unique opportunity to contribute to the sustainable development and protection of Ukraine’s environment and people.
Key Responsibilities:
- Climate Adaptation Strategy Development: Collaborate with relevant stakeholders, government agencies, and organizations to develop comprehensive climate adaptation strategies and action plans for different sectors (e.g., agriculture, water resources, infrastructure, coastal zones) across Ukraine.
- Risk Assessment and Vulnerability Analysis: Conduct rigorous assessments to identify climate change risks and vulnerabilities in various regions, communities, and sectors. Utilize scientific data, modeling tools, and local knowledge to inform adaptive measures.
- Stakeholder Engagement: Facilitate workshops, seminars, and training sessions to raise awareness about climate change impacts and adaptation measures. Engage with communities, NGOs, government agencies, and other relevant stakeholders to foster participatory decision-making and collaboration.
- Policy and Regulatory Support: Advise on the integration of climate adaptation considerations into existing policies and regulations at regional and national levels. Advocate for the implementation of adaptive practices and measures within relevant legislative frameworks.
- Project Management: Oversee the planning, implementation, and monitoring of climate adaptation measures within the project. Coordinate with project team, consultants, and partners to ensure timely and effective delivery of outcomes.
- Capacity Building: Support the development of training materials and conduct capacity-building workshops for local authorities, NGOs, and communities to enhance their understanding and implementation of climate adaptation measures.
- Research and Innovation: Stay up-to-date with the latest research, best practices, and innovative approaches in climate adaptation.
- Reporting and Documentation: Prepare if needed regular progress reports, technical documents, and policy briefs to communicate the results of climate adaptation initiatives. Ensure all activities and outputs are well-documented and adherent to organizational standards.
Qualifications and Requirements:
- Master’s or Ph.D. degree in environmental science, climate studies, geography, or related fields.
- A minimum of 5 years of professional experience in climate change adaptation, preferably in a similar advisory or consultancy role.
- Strong understanding of climate change science, its impacts, and adaptation strategies relevant to Ukraine.
- Familiarity with international climate agreements, frameworks, and funding mechanisms.
- Experience working with government agencies, NGOs, and local communities on climate-related projects.
- Proficiency in data analysis, GIS tools, and climate modeling software is advantageous.
- Excellent communication and interpersonal skills to effectively engage with diverse stakeholders.
- Fluency in English and Ukrainian, both written and spoken.
- Demonstrated project management and organizational abilities.

Employment conditions
