USAID ERA lооks for Short-Term Consultant on the Territorial Development Programming

USAID Economic Resilience Activity (ERA) was designed to foster Ukrainian economic resilience in the face of Russia`s invasions. ERA supports displaced businesses and persons, and the newly liberated areas of Ukraine, to rebuild their lives and livelihoods and capitalize on entrepreneurial opportunities; and local institutions to rebuild a resilient post-war economy. Also, ERA is now one of the implementers of a U.S. government interagency Agricultural Resilience Initiative (AGRI) to bolster Ukrainian agricultural production and exports and to help alleviate the global food security crisis exacerbated by Putin`s brutal war on Ukraine, and USAID`s Economic Stability and Recovery Initiative (ESRI), focusing on keeping and creating jobs and helping small and medium-sized enterprises (SMEs) survive and grow.
ERA`s objective is to improve Ukraine`s economic resilience in response to Russia`s aggression, including the expanded invasion that began on February 24, 2022, which has disrupted critical market linkages, catalyzed the economic decline of previously dominant industries, and caused massive population disruption. ERA`s focus is to support Ukrainians forced to flee eastern Ukraine.
The activity aims to improve Ukraine`s economic resilience, specifically, those Ukrainians impacted by Russia`s expanded invasion, by accomplishing the following objectives:
1) Stabilization and Inclusion: provide assistance to stabilize the economy of Ukraine;
2) Business Revival: support the sustainable development of micro, small, and medium enterprises (MSMEs); and
3) New Economy: build confidence in the future of the Ukrainian economy.
About the job
The consultant on the territorial development programming will be a part of the expert team of the Ministry for Communities, Territories and Infrastructure Development of Ukraine which works on the revision of the State Strategy of Regional Development up to 2027 based on relevant challenges and tendencies.
In the first stage, the consultant (in cooperation with other experts) has to conduct a comprehensive analysis of the current challenges in Ukraine and its various regions using various research methods. Furthermore, the consultant will be responsible for identifying the impact of new ecological and infrastructural challenges on regional development trends by engaging with stakeholders and experts and reviewing relevant data.
Also, the consultant has to provide clear recommendations for updating the operational goals of the State Strategy for Regional Development up to 2027 for different functional types of territories.
Based on that consultant has to propose new tasks for the State Strategy of Regional Development up to 2027 for different functional types of territories based on the provided analysis.
Your main duties and responsibilities will be:
- identify current ecological and infrastructural challenges for the state and regions;
- conduct a comprehensive literature review of relevant ecological and infrastructural challenges facing the state and regions;
- review of the impact of new ecological and infrastructural challenges on mid-term regional development trends;
- analyze the impact of current and emerging ecological and infrastructural challenges on the mid-term (within the next 3 years) regional development trends, using statistical data and indicators;
- prepare proposals for the update of operational goals of the State Strategy of Regional Development up to for different functional types of territories;
- work with stakeholders, including state and regional authorities, territorial communities, experts, and non-governmental organizations, to identify the gaps and weaknesses in the current State Strategy of Regional Development up to 2027 for different functional types of territories;
- develop and present proposals for the update of the operational goals of the State Strategy of Regional Development up to 2027 for different functional types of territories, taking into account the latest ecological and infrastructural trends and challenges;
- prepare proposals for tasks of the State Strategy of Regional Development up to 2027 for different functional types of territories;
- formulate specific tasks and actions that need to be undertaken at the state and regional levels to achieve the proposed goals of the State Strategy of Regional Development up to 2027 for different functional types of territories;
- conduct analyses of each proposed task or action, and provide recommendations on the prioritization of tasks and allocation of resources;
- draft a comprehensive report that summarizes the findings, proposals, and recommendations for different functional types of territories and presents it to relevant stakeholders for review and feedback.
About you
To be successful in this role, we expect you to have proven experience and capability in developing analytical and strategic documents regarding analytical and planning documents, consulting practice, and professional cases in similar development programs.
Required
- MA/BA in a related field from a recognized national or international university;
- Solid organizational skills, including attention to detail and multitasking skills;
- Excellent oral and written communication skills in Ukrainian;
- Deep understanding of regional development policy;
- Experience working with territorial communities, regional and state authorities will be an advantage;
- Good interpersonal communication skills and the ability to succeed in a multicultural environment;
- Strong analytical skills and ability to write reports in Ukrainian and English;
- More than five years of experience in the industry.
