Annex 2 – TERMS OF REFERENCE
FOR THE CONSULTANCY CONTRACT OF: Senior Trainer on Data Analysis and Visualization (Migration)
- Duty Station of the Consultancy: Kyiv, Ukraine
- Duration of Consultancy: 4 months, with possibility of extension subject to availability funds and satisfactory job performance.
- Nature of the consultancy: Category B Consultancy
Under the overall supervision of the Chief of Mission (CoM), and the Assessment and Data Coordination Manager, with the direct supervision of the Project Specialist (Evidence-based Governance) of IOM’s Data & Analytics Unit in close coordination with Senior Programme Specialist (MBG) of IOM’s Migration and Border Managment Unit , the Consultant will play a key role in the design and implementation of capacity building support from IOM to the State Migration Service of Ukraine (SMS). In this role, the Consultant will develop multiple sets of training materials and deliver training courses to SMS personnel, both online and offline.
The Consultant will develop these training materials based upon his/her assessment of current data generation, analysis and visualization processes, identifying data needs and gaps, particularly in relation to the SMS meeting its obligations within the State Migration Policy Strategy for the period until 2025. To this end, the capacity building provided will significantly strengthen the analytical, decision-making and reporting processes among SMS personnel within both regional offices and at headquarters.
- Project Context and Scope:
Over ten years after the onset of the crisis in eastern Ukraine and following the Russian invasion in February 2022, the country has been embroiled in a full-scale war. The consequences of violence have spread across the entire territory of Ukraine, and over 5 million people are estimated to have been internally displaced. This situation is likely to become protracted as fighting continues and new waves of displacement are expected. State Migration Service of Ukraine (SMS), the key Ukrainian state agency responsible for migration policy, faces challenges related to the insufficient level of qualification of the staff of organizational and analytical units of both the central office and territorial bodies. Limited knowledge of modern data analysis tools delays management decision-making and complicates the effective use of data to identify migration risks and trends. In addition, the absence of a centralized data management system prevents the automation of information collection, processing and integration, which slows down the analytical process and informed decision-making.
The Consultant will develop two sets of training materials for two types of training course, both of which the Consultant will deliver to SMS personnel. The detailed contents and structure of these training courses will be elaborated by the Consultant during the initial stages of the Consultancy, based upon the Consultant’s assessment of the capacity building needs of SMS personnel. Broadly speaking, the first training course will teach specific skills that relate to the roles of SMS personnel in the regions in accessing and collating data, data cleaning, and drawing upon data for the purposes of analysis and reporting. These materials will be developed in such a way that the course can be delivered online or offline (in-person) over two days. The video recording of the training along with the course materials will be uploaded to the special software of the subsystem “Training of SMS employees” of the Unified Information and Analytical System of Management of Migration Processes. Subsequent to this training, SMS personnel in the regions will be provided with further support through an online mentorship programme.
The second course will provide more in-depth training on data analysis and data visualization, including using data analysis software and data visualization software to create dashboards, for SMS personnel who have previous experience in data collection and data analysis. This training will include a module on contextual and policy analysis, and other relevant aspects identified in the State Migration Policy Strategy. This course will be delivered in-person or online over a protracted period of time in discrete modules over three or four separate one-day sessions. The video recording of the training along with the course materials will be uploaded to the special software of the subsystem “Training of SMS employees” of the Unified Information and Analytical System of Management of Migration Processes.
The Consultant will develop these training courses based upon their own comprehensive review and assessment of the processes and capacities of the SMS with regard to data collection, data input, data analysis, visualization and reporting, as well as providing suggestions on how to optimize these processes and address capacity needs. This exercise will explore the interoperability between existing data collection processes and strengthening analysis, visualization and reporting of data flows to support evidence-based policy making within government bodies broadly.
The Consultant will also prepare recommendations in relation to the following: i) immediate and longer-term capacity building needs of SMS personnel, with details on types and levels of training required for personnel at all levels; ii) ways and means of simplifying and automating data flow processes; and iii) expanding and strengthening visualization and analysis of data sets and data modelling, as well as scenario analysis, to support evidence-based decision making.

- Category B Consultancy: Outputs to be delivered under this contract:
The following outputs will be delivered by the Consultant, with deliverables expected on a monthly basis.
Deliverable 1: Development of the training program on D&A for regional offices of SMS.
Conduct an initial review of the processes and capacities of the SMS with regard to data collection, data input, data analysis, visualization and reporting; and ensure that each of these are aligned with the State Migration Policy Strategy for the period until 2025, identifying any gaps and shortcomings. Based upon these findings, develop materials for training SMS personnel (online or offline over two days) with a basic understanding of data collection, data analysis, reporting and data visualisation. (Delivered by 31 November 2024)
Deliverable 2: Trainings to the SMS regional offices are conducted.
Delivery of an online training course to SMS personnel in the regions that provides a basic understanding of data collection, data analysis, reporting and data visualisation. (Delivered by 31 December 2024)
Deliverable 3: Development of the training program on D&A for the core staff of SMS.
Develop materials for training SMS personnel for in-depth training (in-person or online over four days divided per 3-4 stand-alone training sessions) on data analysis and data visualization, including using data analysis software and data visualization software to create dashboards. Develop a mentorship programme to provide further online capacity building support to SMS personnel in the regions (Delivered by 31 December 2024)
Deliverable 4 Trainings to the SMS core team are conducted:
Delivery of training course to SMS personnel (in-person or online over four days) that provides an in-depth understanding on data analysis and data visualization, including using data analysis software and data visualization software to create dashboards.
Deliverable 5. Capacity building support through online mentorship programme is provided. (Delivered by 28 February 2025)
Deliverable 6: Report with comprehensive recommendations on better data analysis within SMS and evidence-based governance is prepared and presented.
Provide comprehensive recommendations expanding and strengthening visualization and analysis of data sets and data modelling, as well as scenario analysis, to support evidence-based decision making. Write a report that summarizes all of the Consultant’s activities, findings and recommendations; as well as finalized versions of all training materials. The final version of the report will be produced following revisions based upon feedback received on a draft version that must be submitted no less than two weeks before the end of the contract. - Performance indicators for the evaluation of results
- The Consultant will deliver outputs outlined in section 6 within the deadlines specified (to be finalized once the Consultant is being contracted).
- Among the output to be delivered, the Consultant will provide biweekly written reports to IOM, outlining their achievements and any challenges they faced during the reporting period.
- The Consultant will work under the supervision of D&A team of IOM and will maintain good lines of communication with SMS personnel.
- The Consultant will not act as a representative of IOM at meetings conducted with SMS and other partners and stakeholders.
- The Consultant will meet with their supervisor from Data & Analytics team at least once per week to discuss progress and will generally keep supervisor informed about significant developments or if any assistance or interventions from IOM may be required.
- Education, Experience and/or skills required
Education
- University degree in Computer or Data Sciences, Sociology, Communications; or in Social Science, Law, Economics; or in a related field from an accredited academic institution, with at least four years of relevant professional experience.
- Or Masters Degree in one of the above fields from an accredited academic institution with at least two years of relevant professional experience.
Experience
- Experience in the development, troubleshooting, administration and management of information databases and information management systems is required.
- Experience in developing and delivering training courses in data collection, data analysis, reporting and data visualization.
- Experience in writing analytical reports.
- Experience of interaction with government departments, international organizations and/or NGOs is desirable.
- A working understanding of descriptive and inferential statistics.
- Practical experience working in projects related to migration would be an advantage.
- Experience in project design and project management would be an advantage.
- Excellent written and oral communication and negotiation skills.
Skills
- Working experience with some of the following tools is required: analysis of data flows, legislation, business processes, Microsoft Excel, PowerPoint and Microsoft Power BI.
- Experience in information and data management including collection, storing, processing, and analysing of quantitative and qualitative data to generate intuitive information products.
- Experience in the development of data sets for further visualization with BI software is desirable.
- Up-to-date knowledge on the solution development and management.
- Up-to-date knowledge of cloud computing and use of various tools and environment for application development and hosting.
