Role and responsibilities
The Shelter/WASH Technical Assistant (Urban Housing) is part of one of the teams tasked with the implementation of NRC’s Urban Housing activities in urban settings.
Under the supervision of the Shelter/WASH Team Leader (Urban Housing), the purpose of the Shelter/WASH Technical Assistant (Urban Housing) position is to implement all the activities aimed at facilitating access to dignified housing by vulnerable IDPs, according to NRC standards and procedures and national regulations.
Generic responsibilities
Implement assigned daily programmatic tasks and activities as assigned by the Team Leader
- Comply with NRC housing program strategy, tools, guidelines and standards
- Promote and share ideas for improvement and necessary changes in project activities
- Collaborate with relevant local authorities and stakeholders at field level as requested by the Shelter/WASH Team Leader (ie local authorities, other humanitarian organizations, volunteer groups)
- Adhere to NRC policies, guidelines and procedures
- Assist with the implementation of the support function portfolio according to plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Contribute to identification of protection risks and needs in the context of the program implementation
- Promote the rights of IDPs in line with NRC’s advocacy strategy
Specific responsibilities
- Under the supervision of the Shelter/WASH Team Leader:
- supervise his/her team when participating in needs assessments to identify potential beneficiaries that could be included in NRC’s housing rental schemes (cash for rent/cash for hosting).
- supervise his/her team when participating in assessments in target neighborhoods to identify real estate properties that could be rented to vulnerable IDPs
- Ensure proper sensitisation of the community about the planned activities.
- Provide regular suggestions on program improvements and progress reports to the Shelter/WASH Team Leader (Urban Housing).
- Closely cooperate with the other departments to ensure adequate field-level implementation of a coherent integrated program in target areas in Eastern Ukraine
- Liaise at field level with local government/stakeholders/communities to ensure NRC obtains required permissions for day-to-day project implementation
- Ensure compliance by his/her team with NRC’s compliance rules and regulations
- Assist with any other assigned duties by line manager as and when required.

- Previous experience in a humanitarian/early recovery setting is an advantage.

Context related skills, knowledge and experience :
- Previous experience from working in complex and volatile contexts
- Fluency in Ukrainian and Russian essential
- Basic English proficiency is an advantage
