DAI is seeking highly qualified candidates for the Senior Manager, Country Security position in the Ukraine Portfolio.
Project Background:
DAI Global LLC (DAI) is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities. The Activity has three objectives:
Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
Objective 2: More self-reliant subnational governance
Objective 3: Citizens play an increasingly influential role in local governance processes
DAI has a significant presence in Ukraine, with five active projects totaling more than xxx employees. These projects include the Economic Resilience Activity (ERA), Governance and Local Accountability (HOVERLA), Investment for Business Resilience (IBR)/Financial Sector Reform (FSR), Cybersecurity for Critical Infrastructure (CCI), and Pro-Integrity. Despite differing in scope and focus, all these projects are involved in intricate and complex operations and require adequate security management.
Role’s Purpose:
The Senior Manager for Country Security will be responsible for implementing effective country security measures for the DAI Ukraine projects and make sure appropriately planned for and addressed within the national context. Leads the optimization of organizational security and the mitigation of operational risks by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security. Senior Manager of Country Security oversees daily security management of all country program sites and manages Security Managers. S/He will monitor and assess security conditions, assist, and provide direction to country management teams.
Objectives and Duties
Strategic
- Oversee all corporate and project security staff in Ukraine.
- Act as Country Lead in the event of crisis situations such as evacuations.
- Develop and maintain country security plans, ensuring adherence to DAI crisis and incident management response procedures. Provide training to project leadership and other project staff with security responsibilities.
- Owns the country withdrawal plan and is responsible for reviewing and updating it.
- Collaborate with all project staff to ensure strict compliance with required security policies and plans, fostering a comprehensive understanding of dynamic security issues and considerations across program geographies.
- Ensure DAI Global Security is informed of all incidents and that incidents are reported to the client through the COP and other designated project contacts.
- Conduct research to identify emerging threats and risks, and develop threat/vulnerability analysis to enhance preparedness, avoidance, response and evacuation plans.
- Provide regular verbal security updates to DAI Global Security and project leadership, ensuring they are informed of project travel decisions and activity implementation protocols as required.
- Conduct security training for program staff in security protocols, including personal security, conflict awareness and personal preparedness.
- Ensures staff tracking aligns with requirements and compliance standards.
Operational
- Supervises Security Managers and Security and Logistic Specialist
- Supports and advises COPs and Project Security Managers
- In coordination with the COPs and other members of the project leadership team, as appropriate, ensures any plans, movements, operations, proposed changes or recommendations are fair and reasonable and within the context of the project Security Plan.
- In coordination with the COPs and other members of the project leadership team, as appropriate, provides prudent oversight of budgets, equipment, technology and personnel, and allocating resources to meet changing security needs and new threats in line with DAI Global Security Policy.
- Leads on updates to project security plans, alongside project security managers.
- Provide written briefings and updates as necessary, including areas to be avoided in cities and geographies based on latest developments.
- Support route assessments and provide advice on travel management.
- Conduct various drills, as per pre identified risks, on a scheduled biannual and as needed basis.
- Sets security training standards for all DAI staff in Ukraine.
- Oversees security risk communication including weekly security reports and security alerts.
- Oversight of all travel and activities in high-risk areas, working with Project Security Managers.
- Acts as SFP for smaller-scale DAI projects in Ukraine.
- Assists start-up teams in security planning and provides advice to proposal teams for security planning and budgeting.
Communication
- Communicates directly with the COPs, Team Leaders and other project leadership staff.
- Liaison with key in-country coordinating bodies including Security Agencies as required.
- Provides Incident Management reporting to DAI Global Security as required.
- Produces weekly security reports that summarize main issues related to project security.
- Maintains and improves a coordinated security communication system with all other DAI projects in Ukraine.
Compliance
- Ensures the security company contract is compliant with local regulations, client and DAI policies.
- Enforcement of DAI’s security policies and procedures across project offices.
- Understands DAI and USAID rules, regulations, processes and systems for compliant project implementation.
- Uphold DAI ethics and values in all aspects of the job.
REPORTING:
This position will technically report to the Regional Security Director and administratively report to Director of Operations.
Qualifications
- Bachelor’s degree and/or specialized certification in safety and security, law, risk management or similar.
- 10+ years’ experience overseeing safety and security programs, preferably with an international NGO or development company.
- Demonstrated knowledge of safety codes.
- Experience in military, police, INGOs/development companies, diplomatic security, protection, and intelligence is an asset.
- Strong leadership capabilities including organizational and problem-solving skills.
- Experience in delivering security training.
- Experience in working with USAID, FCDO and European Union as clients
- Excellent interpersonal skills to form effective working relationships at all levels.
- Willingness to travel as needed, including to higher risk areas.
- Developed network in the Ukrainian security, military, and intelligence community.
- Excellent writing, speaking, and reading skills in English. Native/fluent Ukrainian speaker preferred. Russian language skills considered an asset.
