Chemonics International Inc., an international development consulting firm, seeks a Senior Finance Manager for an ongoing USAID-funded project supporting Ukraine. This position is based in Warsaw, Poland.  

Responsibilities for this position include: 

  • Responsible for all operations including, but not limited to, administration, logistics, operational procurement, budgeting, financial, and property.  
  • Assists the program team to ensure that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the scope of work. This will include monitoring and spot-checking compliance with USAID regulations and Chemonics policies related to grants management and procurement and overseeing financial management.  
  • S/he will assure that the most reasonable, fair, expeditious, and appropriate procurement choices were made pursuant to the Contractor Procurement Guide.  
  • S/he will supervise the Contractor’s day-to-day field presence in the areas of operations (including the project’s facilities such as office space, equipment, and project vehicles), administration, logistics, procurement, budgeting and financial accounting.  
  • S/he will supervise the daily financial operations of the contract, which include cash flow management, time sheet recording, reporting to USAID/OTI on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures.  
  • S/he will also ensure continuous liquidity for the project; handle all human resource issues; supervise the finance and operations teams; and investigate and identify new ways of achieving project efficiencies.  
  • Serve as acting Finance and Administration Director when necessary. 

Qualifications 

  • At least three (4) years of experience working on donor-funded projects in a related role and with some demonstrated supervisory experience.   
  • At least 2 years working on programs and/or operations functions in developing countries.  
  • Demonstrated experience managing finance and administration of complex organizations or projects. 
  • It is preferred that the candidate have experience with grants or small grants under contract programs and has prior work experience in security challenged environments.   
  • The candidate should be fluent in USAID policies and procedures in regards to financial management, financial reporting, procurement processes, systems, and grants management. 
  • Demonstrated working knowledge of accounting systems and software applications, to include: QuickBooks, MS Word, MS Excel and other basic computer applications. Knowledge of ABACUS is strongly preferred. 
  • The candidate should be familiar with the Ukrainian and/or Polish operating environment with regard to  registration, tax, and human resources regulations. 
  • Complete fluency in written and oral English is an essential qualification for the position.  
  • Prior experience working on rapid transition programs is desirable.  
  • Fluent English is required; Fluent Polish; Ukrainian, highly preferable.
