Position Title: (1.1.3.5) Senior Communication Expert

Hours: Full Time

Monthly salary: 116700 gross

Duty Station: Kyiv, frequent and long business trips are possible.

Reports To: the Ministry for Communities and Territories Development of Ukraine and the hiring agency.

About the Organization:

Camino is a newly established public organization that formed as the local organization of Water Mission International, who has been responding in Ukraine since the onset of the Russia — Ukraine conflict in 2022. The mission of Camino is to empower communities through the provision of essential WASH, protection, and energy services, fostering resilience, dignity, and self-sufficiency. The public organization Camino operates in Ukraine as a non-profit entity and cooperates with various international donors, including UNICEF, to support the Ministry for Communities and Territories Development of Ukraine.

Currently, one of the key priorities is the reform of the water supply and sanitation sector, aimed at modernizing the system, aligning it with European standards, and ensuring that services are high-quality and accessible to the population.

Job Summary:

The Communication Expert will support the Ministry for Development of Communities and Territories of Ukraine in developing and implementing effective communication strategies related to Ukraine’s reform of the WSS sector. The expert will ensure transparent, timely, and targeted communication with national and international stakeholders, including government institutions, development partners, local authorities, civil society, and the general public.

Essential Duties and Responsibilities:

Develop and implement communication strategies to support WSS sector reform and modernization, aligned with national priorities and donor frameworks.
Produce and disseminate targeted materials (policy briefs, success stories, media content) to highlight progress, challenges, and reform milestones.
Coordinate media engagement and public outreach to ensure transparent, accurate reporting on sector reforms and recovery efforts.
Manage internal and external communications, including stakeholder mapping, key messages, and tailored packages for national and international audiences.
Ensure visibility of donor and partner contributions in compliance with branding requirements.
Monitor and assess communication impact to inform and improve reform-related messaging.
Support crisis and rapid-response communications during emergencies affecting WSS services.
Build the Ministry’s communication capacity through guidelines, toolkits, and staff training.
Contribute to interagency and donor coordination on joint communication initiatives for WSS reform.

While implementing assigned tasks, the Legal Expert will provide:

Comprehensive communication strategy for the Ministry’s reform agenda of the WSS sector, including stakeholder mapping, key messages, communication channels, and action plan.
A package of communication materials, including but not limited to:

- Press releases and media advisories

- Human interest or success stories (at least 2 per quarter)

- Social media content (minimum bi-weekly updates)

- Fact sheets, policy briefs, or brochures on key recovery initiatives

Organized media and public events, such as press briefings, media tours, or public presentations (at least one per quarter), in coordination with relevant Ministry units and development partners.
Updated and regularly maintained digital content, including:

- Web content for the Ministry’s website (news, announcements, project pages)

- Visual and multimedia materials (photos, infographics, videos)

- Social media posts across official channels

Visibility reports for donor-funded recovery activities, prepared in compliance with donor visibility guidelines, including photo documentation, media coverage, and social media analytics.
Media monitoring reports (monthly or quarterly), with qualitative and quantitative analysis of media coverage and public perception related to recovery and reconstruction.

Qualifications:

Education:

At least Master’s/Specialist’s degree in communications, journalism, public relations, political science, international relations, development studies, or a related field

Professional experience:

At least 5 years of relevant professional experience in strategic communications, public relations, media, or journalism, preferably in the context of public administration, development cooperation, recovery/reconstruction, or regional development.
Proven experience in developing and implementing communication strategies and public outreach campaigns.
Experience in preparing a wide range of communication materials, including press releases, reports, speeches, social media content, and success stories.
Demonstrated experience in working with national or local government bodies, international organizations, or donor-funded projects is an asset.
Experience in crisis communication or communication in post-conflict/emergency recovery contexts is an advantage.

Skills and competencies:

Computer literate skills – proficient with MS Word, Excel, and PowerPoint;
High level of attention to detail, accountability, and problem-solving.
Strong interpersonal and communication skills, with the ability to interact with multiple stakeholders, including government agencies.
Excellent organisational and time management skills, with the ability to meet deadlines and manage multiple tasks simultaneously.
Demonstrated ability to work effectively both independently and in a team setting.

Language (s):

Excellent English and Ukrainian writing, communication and presentation skills are required.

Working Conditions:

This position will be based in Kyiv
Travel to program areas is required, sometimes to remote and challenging environments.

Physical Requirements:

Ability to work in physically demanding conditions, if required by the context.
Ability to travel frequently and for extended periods.

Експерт з комунікацій підтримуватиме Міністерство розвитку громад та територій України у розробці та реалізації ефективних комунікаційних стратегій, пов’язаних із реформою сектору водопостачання та водовідведення (ВКГ). Експерт забезпечуватиме прозору, своєчасну та цільову комунікацію з національними та міжнародними стейкхолдерами, включно з державними установами, донорами, місцевою владою, громадським сектором та широкою громадськістю.

Основні обов’язки:

Розробка та реалізація комунікаційних стратегій для підтримки реформ і модернізації сектору ВКГ, відповідно до національних пріоритетів та вимог донорів.
Підготовка та поширення матеріалів (аналітичні довідки, історії успіху, медіаконтент) для висвітлення прогресу, викликів та досягнень реформ.
Координація взаємодії зі ЗМІ та громадськістю для забезпечення прозорого та точного висвітлення реформ.
Управління внутрішніми та зовнішніми комунікаціями, включно з картуванням стейкхолдерів, ключовими повідомленнями та підготовкою матеріалів для національної та міжнародної аудиторії.
Забезпечення видимості внеску донорів відповідно до вимог брендування.
Моніторинг ефективності комунікацій та адаптація повідомлень.
Підтримка кризових та швидких комунікацій у разі надзвичайних ситуацій у секторі ВКГ.
Підвищення комунікаційного потенціалу Міністерства через розробку методичних матеріалів, інструментів та навчання персоналу.
Участь у міжвідомчій та донорській координації спільних комунікаційних ініціатив.

Очікувані результати:

Комплексна комунікаційна стратегія для Міністерства щодо реформ сектору ВКГ.
Пакет комунікаційних матеріалів: пресрелізи, історії успіху (мінімум 2 на квартал), контент для соцмереж (мінімум раз на два тижні), аналітичні довідки та брошури.
Організація медіа- та публічних заходів (пресбрифінги, медіатури, презентації, мінімум 1 на квартал).
Оновлений та підтримуваний цифровий контент: вебсайт, мультимедійні матеріали, пости у соцмережах.
Звіти про видимість донорських проєктів та медіамоніторинг (щомісячно/щоквартально).

Кваліфікаційні вимоги

Освіта:

Магістр/спеціаліст у сфері комунікацій, журналістики, PR, політології, міжнародних відносин, розвитку чи суміжних дисциплін.

Досвід роботи:

Мінімум 5 років у стратегічних комунікаціях, PR, медіа або журналістиці, бажано в державному управлінні, розвитку, відновленні/реконструкції або регіональному розвитку.
Досвід розробки та реалізації комунікаційних стратегій і кампаній.
Досвід підготовки різноманітних матеріалів: пресрелізи, звіти, промови, соцмережі, історії успіху.
Досвід роботи з державними органами, міжнародними організаціями або донорськими проєктами буде перевагою.
Досвід кризових комунікацій або роботи в постконфліктних/надзвичайних умовах — плюс.

Навички:

Впевнене користування MS Word, Excel, PowerPoint.
Увага до деталей, відповідальність, аналітичне мислення.
Сильні комунікаційні та міжособистісні навички.
Організованість, тайм-менеджмент, здатність працювати з кількома завданнями одночасно.
Уміння ефективно працювати як самостійно, так і в команді.
