Ukraine’s Higher Education Project is looking for a candidate: Capacity Building Senior Expert

Duties and Responsibilities:

Under the direct supervision of the Team Leader and in tide cooperation with Key Experts, the Senior Expert on Capacity Building will be responsible for the following activities:

  • To develop and carry out a human resource and training needs assessment (TNA) of PMSU and PIUs staff;
  • To propose/develop a training plan to support the effective capacity building for the staff of PMSU and PIUs. Such training programme shall be based on international best practices, but adapted to suit local conditions and requirements;
  • To organise and conduct the number of on-the-job professional and formal workshop training in matters of procurement, finance management and audit to be based on TNA results and the above training and capacity building plan.

Essential Experience

At least 7 years’ experience in developing and strengthening human capacities related to energy efficiency, municipal infrastructure or related areas. Prior experience in working with international organisations/companies promoting social and development projects in Ukraine, is considered as advantage. 

Qualifications and Technical Skill:

  • Good knowledge of and a good record of practical experiences with participatory training and facilitation approaches and methods;
  • Good knowledge of and a good record of practical experiences with concepts and practices of networking for learning, dissemination and replication;
  • Ability to draft clearly and concisely;
  • Excellent English and Ukrainian communication skills, both written and verbal;

The applicant should be a graduate in Economics / Public Administration from a well-known institution / university;

Personal Qualities:

  • Excellent interpersonal skills;
  • Ability to work on own initiative to build on and develop the job combined with the ability to work effectively as part of a team;
  • Good programme management skills, highly organised with good attention to detail and developed ability to prioritise multiple tasks to meet tight deadlines and organise works;
  • Proven ability to work and establish good working relationships with government and non- government representatives;
  • Creative and innovative in implementing Project’s capacity building activities and ability to work both as a member of a team and independently with minimal supervision.

  • Polite and outgoing

 Duration: Short-term consultancy assignment/contract for 40 working days with possible extension.
