The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so countries can sustain progress. As the development arm of the United Nations, UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Through partnerships with national, regional, and local governments, civil society, and the private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. It does so through work on three pillars:
- Governance reform
- Environmental and energy policy reform for innovative green and clean economic growth
- Recovery and stabilization in the war-affected areas.
Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighbouring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early UNDP projections suggest that if the war deepens and expands, up to 90 percent of the population of Ukraine could be facing poverty and vulnerability to poverty by the end of 2022, and 30 percent of the population are likely to require life-saving humanitarian assistance. Eighteen years of socio-economic achievements in Ukraine are at risk. UNDP’s core engagement is to preserve development gains as fully as possible, and to return Ukraine to pathways to achieving the SDGs as quickly as possible.
UNDP has been active and present in eastern Ukraine for the past decade, prior to the conflict which started in 2014, focusing on community mobilisation, civil society development, and environmental protection. Work on addressing the specific conflict-related development challenges built on this earlier engagement, established partnerships, and started in 2015 through the United Nations Recovery and Peacebuilding Programme (UN RPP). The UN RPP is a multi-donor funded framework programme formulated and led by the UNDP in collaboration with the Government of Ukraine and in cooperation with a number of partnering UN agencies (UN Women, FAO, UNFPA).
UN RPP’s interventions are grouped under the following key Programme components, which reflect women’s and men’s priority needs in the region:
Component 1: Economic Recovery and Restoration of Critical Infrastructure Component 2: Local Governance and Decentralisation Reform Component 3: Community Security and Social Cohesion
In October 2018, UNDP signed an agreement for a multi-year project under the EU Support to the East of Ukraine Programme. In 2021, the EU-funded project was amended to extend its scope through the EU4Resilient Regions Programme. It has recently been amended to ensure that the approach implemented under UN RPP can help address the devastation and increased needs of the civilian population as a result of the ongoing war, and where it will be required.
UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of the Communications Associate.
Duties and Responsibilities
- Support the development and implementation of the Project/Programme communication and media plans at national and regional levels;
- Prepare draft press releases, media advisories, and feature stories for the UNDP website and social networks on various issues relevant to the Programme objectives in both English and Ukrainian languages, to be cleared by Communication Specialist;
- Under overall guidance of Communications Specialist, serve as a focal point and liaise with local media, including editors and journalists in key local news outlets with the objective to facilitate reporting on the UNDP’s development efforts in target oblasts of Ukraine;
- Develop draft information and briefing notes on request of UNDP senior management, to be cleared by the Communication Specialist;
- Edit and format project reports and promotion materials and ensure that Programme/Project promotion materials meet UN communication requirements;
- Coordinate the work of production and printing agencies involved in the creation of audio/video/animation/print products on the request of the Project/Programme;
- Support the organisation of press tours, press conferences, and other media-related events as part of the Programme/Project’s activities;
- Update official UNDP Ukraine social media platforms (Facebook, Twitter, etc.) to ensure dissemination of the Programme/Project achievements;
- Ensure that booklets, factsheets, newsletters and other information materials for both internal and external audiences are regularly updated;
- Prepare relevant background documents and assist in organising donor and corporate missions, as well as organising of audio-visual and media coverage of programme activities and achievements;
- Assist in designing and implementing targeted communication campaigns;
- Work with relevant units and personnel in assisting the Programme/Project to develop proposals and concept notes, which include outreach, advocacy and communication components;
- Maintain and update a library of reference materials, such as reports, communications tools, booklets and photographs, and videos of Programme activities;
- Prepare media monitoring reports on Programme/Project activities;
- Ensure mainstreaming of gender equality considerations in the field of expertise, promotion of a safe and enabling environment free of any kind of discrimination and abusive behaviour, and gender-responsive communications based on corporate principles;
- Perform other duties as may be assigned by the Programme/Project and/or UNDP management.

Required Skills and Experience
- Completion of Secondary Education. University Degree in Journalism, Communications, Political Sciences or related field would be desirable, but it is not a requirement
- 6 years of experience in a similar line of work with secondary education; and/or 3 years of experience in a similar line of work with a Bachelor’s Degree
- Proven knowledge of and experience with social media tools and channels (Facebook, Twitter, etc.)
- Participation in the development and implementation of at least 2 information campaigns
- Experience of working in the UN system or international development/humanitarian organisations will be an asset
- Demonstrated knowledge of designing tools (e.g., Adobe Illustrator, Adobe InDesign, etc.) will be a strong asset
- Fluency in Ukrainian and English is required
