Established in 1994, TGH (Triangle Generation Humanitaire) is a French international solidarity organization based in Lyon. The organization implements emergency, humanitarian, rehabilitation and development programs in WASH, Food Security and Livelihoods, Shelter/Rehabilitation, Education and Protection sectors. TGH currently operates in 10 countries in Africa, Asia, Middle East and Europe.
TGH applies a ‘zero tolerance’ policy with regard to all misconduct affecting the professional credibility of its employees: TGH staff; partners (local or international) and service providers.
TGH strongly condemns all corporal punishment or physical violence, threats of physical violence, sexual abuse or exploitation, harassment and verbal abuse, as well as all other forms of intimidation.
Presentation of the mission:
Operational in Ukraine since 2016 from Kramatorsk to support the most vulnerable populations affected by the conflict in the Donbass region, TGH wishes to continue and strengthen its intervention in Ukraine. In view of the current situation, part of the team has been forced to move to Lviv, a city that now hosts the entire humanitarian and diplomatic community, to ensure its safety. It is therefore from Lviv, located on the western border and still spared by the fighting, that TGH intends to propose an action to respond to the most urgent humanitarian needs.
ROLE PURPOSE: Under the supervision of the Protection Manager, the Case Management Specialist will oversee implementation and monitoring of and further develop TGH’s Case Management (CM) and Individual Protection Assistance (IPA) programs in the Country. Provide technical support and management to CM/IPA projects and overall leadership to CM/IPA staff and partners.
KEY AREAS OF ACCOUNTABILITY :
Program support:
- Contribute to the development of strategy, scope and range of the CM/IPA program for TGH in Ukraine including geographical and technical areas of work in consultation with the other active sectors of TGH;
- Ensure the continuing development of a relevant and actionable CM strategy in the country as a whole;
- Prepare and oversee program implementation to ensure timely delivery of program activities, including monitoring against log frames, individual performance management work plans, identifying program supplies needs and coordinating with the logistics team to put in place a practical phased procurement plan;
- Carry out regular monitoring field visits, including observation of case management activities implemented by TGH and Implementing Partners in all areas of implementation;
- Ensure the participation of beneficiaries in decision-making at all stages of the case management cycle, as safe and appropriate;
- Ensure that CM/IPA interventions are informed by and integrated with other core sectors, including and ensuring that issues for good practice in protection implementation are raised and addressed;
- Ensure ethical sensitivity and principles of Do No Harm are maintained in the implementation of CM/IPA program(s);
- Ensure respect for good practices in data protection and confidentiality, including the ‘Need to Know’ principle;
- Ensure proper filing of documents, including paper files of individual cases through regular file checks, and support legal advisors to ensure electronic and paper files are followed up, kept updated, and secured in line with good practice in data protection;
- Provide technical support for the design and improvement of CM/IPA interventions, including sharing and developing of tools, guidelines and standards as appropriate;
- Ensure TGH’s guidelines and international protection standards are considered and any departures documented.
Monitoring, Evaluation, Accountability and Learning (MEAL):
- Review monitoring and evaluation systems for CM interventions in collaboration with MEAL team;
- Support on Protection Needs Assessments as required, in coordination with the Protection Cluster and/or other external agencies, ensuring assessment findings are documented and that all assessments include a disaggregated analysis of women’s, children’s and PWDs’ needs;
- Gather lessons learned for the project and put together case studies to inform future programming and strategic directions;
- Prepare timely program and donor reports on CM/IPA project activities.
Fundraising and Advocacy:
- Working closely with staff from the Program unit, support fundraising for CM, incl. development of high quality concept notes and proposals;
- Ensure that TGH’s work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of women, children and PWD are being addressed.
Capacity Building:
- Manage and lead TGH Ukraine CM/IPA staff through performance planning and review;
- Provide on-going coaching, mentorship and other capacity building for TGH and partner staff;
- Design and deliver training on technical aspects of program for TGH and partner CM/IPA staff, partners, local authorities and community members.
Coordination:
- Represent TGH and take a proactive role in the Protection Cluster, maintain relationships with relevant government departments, UN agencies, NGOs and community based organizations.
Additional job responsibilities:
- The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties assigned by the Country Director within reasonableness of their level of skills and experience.

QUALIFICATIONS:
- Bachelor’s degree in social work, psychology, education, or related field;
- Master level degree or higher is highly desirable.
EXPERIENCE AND SKILLS:
- Min of 5 years’ relevant work experience in Case Management programmes or related field
- Strong technical understanding of Protection in Emergencies
- Demonstrable experience in project management with good planning and strategy development skills
- Ability to identify the CM gaps in the given context to inform a holistic response.
- Experience of and commitment to working through systems of community participation and accountability
- Awareness of the current humanitarian situation and local context in Eastern Ukraine
- Excellent report writing skills
- Experience in building relationships, fostering interagency coordination and experience of representing an organization to external stakeholders
- Experience in designing and facilitating training and capacity building
- Excellent attention to detail, organisational skills and discretion with confidential information
- Excellent interpersonal skills, managing staff effectively and working in team
- Excellent computer skills, including experience of Microsoft Office (Outlook, Excel, PowerPoint and Word)
- Ability to work independently and proactively, manage a complex and diverse workload and to work to tight deadlines
- Minimum of 5 years of experience in a corporate or an NGO environment, of which 3 years of experience in the same position
- Experience of training and capacity building
- Proven experience designing and delivering training; strong presentation skills
- Strong interpersonal and communication skills including influencing, negotiation and coaching
- Strong results orientation, with the ability to challenge existing mind sets
- Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
- Some experience of representation and ability to represent TGH effectively in external forums.
- Knowledge of institutional donors and experience of developing proposals
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- Fluency in both Ukrainian and Russian
- A high level of written and spoken English
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
