STATEMENT OF DUTIES:

The USAID Mission in Ukraine develops and implements U.S. assistance programs for Ukraine and Belarus. USAID/Ukraine partners with Ukrainian citizens, civil society, media, and government to help Ukraine resist Russia’s full-scale invasion, promote transparent and effective recovery processes, and support reforms to integrate Ukraine further into Europe. The Office of Democracy and Governance (ODG), one of the Mission’s three Kyiv-based technical offices, plans, monitors, and evaluates a large, dynamic portfolio of contracts and cooperative agreements spanning some of the country’s highest-priority reform, recovery, and reintegration issues. This position is housed within ODG under the supervision of the Office Director or their designee and is assigned to the Anti-Corruption/Rule of Law team. The Anti-Corruption Specialist will focus on the role of anti-corruption in democracy and governance, in particular as related to strengthening corruption prevention, detection, and deterrence through accountability and transparency initiatives. They will also support Mission public financial management (PFM) programming aimed at having an anti-corruption impact.

The principal role of the Anti-Corruption Specialist is to design, implement, and evaluate the effectiveness of ODG’s activities supporting anti-corruption reforms, transparency, and public financial management. Based on a detailed understanding of legislation, policy, and practices related to anti-corruption in public administration and citizen engagement, the position will serve as the primary point of expertise and institutional knowledge in the Mission for USAID anti-corruption support, providing ongoing analysis of the Mission’s anti-corruption support efforts and issues relevant to anti-corruption and PFM in Ukraine. In this capacity, the incumbent will work closely with the Anti-Corruption Team Lead in ODG and will also collaborate across technical offices in USAID/Ukraine, including Economic Growth, Critical Infrastructure, and Health Sectors. This professional will serve as a Contracting or Agreement Officer’s Representative (COR/AOR) for one or more complex activities implemented primarily by U.S. non-governmental organizations, development contractors and/or Ukrainian civil society organizations. The Anti-Corruption Specialist will develop collaborative working relationships with Government of Ukraine (GOU) officials, including high-level representatives of the National Agency for Corruption Prevention (NACP), parliament, civil society, and local government stakeholders to advance anti-corruption reforms and initiatives. The Specialist will also engage regularly with the U.S. Embassy and other donors, serving as a technical representative during coordination meetings and public events and providing briefings and consultations to executive leadership. This role requires excellent project management, communication, and analytical skills; a strong understanding of Ukraine’s anti-corruption reform agenda and institutional architecture; flexibility; and the ability to engage across USAID teams and with a wide range of Ukrainian stakeholders.

QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE:

Education: This position requires at least an undergraduate-level degree (B.A., LL.B. or

equivalent) from an accredited institution in law, jurisprudence, public policy, public

administration, management, or technical specialization in a field related to anti-corruption and

good governance.

Work Experience: This position requires at least five (5) years of progressively responsible

experience in the field of anti-corruption in the public sector. Prior work experience could include direct experience in civil society advocacy or activity management, management of donor projects, working with leaders or influencers among Ukrainian civil society and government on anti-corruption issues; and/or development of public policy related to anti-corruption in public administration or governance.

Language Proficiency: Level IV (fluent) English ability for reading, speaking, and writing is

required; native facility in Ukrainian (Level IV).
