STATEMENT OF DUTIES: The USAID Mission to Ukraine is responsible for the development, implementation and oversight of USAID-funded public health programs operating throughout Ukraine. USAID development assistance promotes Ukraine’s transition to a democratic, prosperous, stable, healthy country united in its European aspirations. The USAID/Ukraine Office of Health (OH) manages a large, dynamic portfolio of contracts and cooperative agreements focused on healthcare reform, mental health and physical rehabilitation, infectious diseases (TB, HIV/AIDS and vaccine-preventable diseases), and health security. In the aftermath of Russia’s invasion of Ukraine, USAID programs are helping to adapt health services and systems that can deliver quality services despite the ongoing war. USAID has directed implementing partners to support continuity of health systems and services, target outreach services to Internally Displaced Persons (IDPs), mitigate public health issues of concern, and address war-related disruptions in access to care. The core focus of the health assistance is to 1) restore essential health services, especially in areas where services have been disrupted due to conflict; 2) help meet growing war-related health needs such as mental health and rehabilitation; 3) ensure continued availability and access to tuberculosis (TB) and HIV services and improve Ukraine’s public health security; and 4) strengthen health system governance, accountability and efficiency.

The Project Management Specialist (PMS) – Health Resilience, plays a key role in designing, managing, and overseeing USAID programs supporting the adaptation of Ukraine’s health system to meet war-related and long-term recovery needs, particularly related to physical rehabilitation, as well as mental health and health systems strengthening. The Health Resilience Specialist engages in analytical and technical discussions with bilateral/multilateral agencies, the host country government and civil society in developing and implementing policies and programs based on best practices and innovations in the physical rehabilitation field and related areas of health system adaptation and recovery. The incumbent understands global health issues, as well as the entire USAID/USG health portfolio, and serves as an Agreement Officer’s Representative/Contracting Officer’s Representative (AOR/COR) or Activity Manager for selected programs, projects, and activities. As an AOR/COR, the Health Resilience Specialist monitors program performance and progress, identifies implementation achievements as well as problems in performance, and initiates corrective actions. The incumbent  is a key member of the OH’s Resilience team, which includes mental health and rehabilitation activities. The incumbent  receives technical direction from, and reports to the FSN-12 Senior Project Management Specialist leading OH’s Resilience portfolio, or designee. The incumbent has no formal supervisory responsibility.

QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE:

Education: Minimum of bachelor’s degree in a relevant profession: public health, public  administration, international development, business, economics, or a related field.

Work Experience: At least three years of increasingly responsible experience related to health resilience and/or rehabilitation services, policy or programming, including experience with program management. Demonstrated experience in strategic planning, program design, implementation and oversight of government of Ukraine, or other donor programs in rehabilitation or related areas of public health programming, either from within the donor or implementer’s team is required.        

Language Proficiency: The incumbent  must have fluent oral and written English and Ukrainian skills (Level 4 proficiency is required in both languages).
