Спеціаліст/ка з моніторингу та оцінки (M&E) / Monitoring and Evaluation Specialist
Position Title: (1.1.1.2) Monitoring and Evaluation Specialist — Program Management Unit (PMU).
Hours: Full or Part Time
Duty Station: Kyiv, Ukraine
Monthly salary: 75 000 грн, Gross
Reports To: Project Director/Senior Program Manager

The mission of Camino is to empower communities through the provision of essential WASH, protection, and energy services, fostering resilience, dignity, and self-sufficiency. Camino is a newly established public organization that formed as the local organization of Water Mission International, who has been responding in Ukraine since the onset of the Russia — Ukraine conflict in 2022.
Job Summary:
The M&E Specialist will develop and manage the PMU’s monitoring and evaluation system, ensuring effective tracking of results, data-driven decision-making, and compliance with donor and government reporting requirements. Manage M&E systems to track project performance, emphasizing targets under Resolution № 1133р, which establishes the energy efficiency goals for water utilities.
Essential Duties and Responsibilities:
M&E Framework Development:
- Design and maintain project M&E systems and indicators
- Incorporate energy modernization indicators specified by Resolution № 1133р
- Support baseline, midline, and endline assessments
Data & Reporting:
- Collect, analyze, and present project data.Monitor progress toward national energy efficiency metrics and report accordingly
- Prepare quarterly and annual performance reports
Capacity Support:
- Train staff and partners on M&E tools and approaches.
- Train staff on M&E methods tailored to energy modernization outcomes
Qualifications:
- Bachelor’s degree in Social Sciences, Statistics, or Environmental Engineering
- Minimum 5 years’ professional experience in M&E for donor-funded projects
- Strong analytical, data visualization, and reporting skills
Preferred Qualifications:
- Master’s degree in Monitoring & Evaluation, Public Policy, or related field
- Knowledge of digital data collection platforms
- Experience producing national-level sector reports
- Experience in M&E for donor or national energy efficiency program
- Strong analytical and reporting capabilities, aligned with national program metrics.
Working Conditions:
- This position will be based in Kyiv
Physical Requirements:
- Ability to work in physically demanding conditions, if required by the context.
- Ability to travel frequently and for extended periods.
