DAI is seeking highly qualified candidates to occupy STTA Specialist on Monitoring of Anti-Corruption Policy Implementation position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.
Project Background
The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:
Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
Strengthen anti-corruption compliance and control in local governance;
Advance transparency and accountability in resilience, recovery, and reconstruction efforts.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.
Position Description
Pro-Integrity is working closely with the Verkhovna Rada Committee on Anti-Corruption Policy to support the implementation of its mandate. The Specialist for Monitoring of Anti-Corruption Policy Implementation will collaborate with the Verkhovna Rada Committee (VRC) to monitor various aspects of anti-corruption policies. The Specialist will focus on the implementation of specific anti-corruption mechanisms, such as asset declaration, asset management, and public procurement, particularly in the areas of military procurements and the recovery sector. The goal of this monitoring is to assess the effectiveness of these mechanisms, identify implementation gaps, and develop recommendations to address these gaps in the future.
Key Duties & Responsibilities
- Daily coordination and communication with the Head of the VRC on Anti-corruption Policy, and when tasked coordination with other Committee members and Secretariat of VRC.
- Conduct systematic monitoring of the implementation of anti-corruption policies and mechanisms, including asset declarations, asset management, and public procurement processes, and others as identified with the Committee.
- Utilize qualitative and quantitative methods to gather data and assess the effectiveness of anti-corruption measures.
- Conduct focused deep dives in sectors with high corruption risks including military, recovery and reconstruction.
- Analyze collected data to identify trends, gaps, and areas for improvement in the implementation of anti-corruption policies.
- Prepare detailed reports and presentations for the VRC, highlighting findings, challenges, and recommendations.
- Develop actionable recommendations to address identified gaps and improve the effectiveness of anti-corruption mechanisms.
- Support the VRC in drafting policy briefs, reports, and other documents related to monitoring findings.
Required qualifications
- Advanced degree in Public Policy, Law, or a related field.
- Minimum of 2 years of professional experience in the legal sphere, policy analysis or research.
- Strong knowledge of Ukrainian legal and political systems, as well as anti-corruption frameworks and standards.
- Proven analytical and research skills, with experience in data collection and analysis.
- Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
- Ability to work independently and as part of a team in a fast-paced, dynamic environment.
- Fluency in Ukrainian both oral and written.
