Location: Lviv with possible travels around Ukraine (GCA) 

Starting date: ASAP

Salary and conditions: Salary will be defined based on incumbent’s experience and competences in accordance with the TGH’s salary scale and terms and conditions.

TGH background

‘Actor in a sustainable and shared solidarity’

Established in 1994, TGH (Triangle Generation Humanitaire) is a French international solidarity organization based in Lyon. The organization implements emergency, humanitarian, rehabilitation and development programs in WASH, Food Security and Livelihoods, Shelter/Rehabilitation, Education and Protection sectors. TGH currently operates in 10 countries in Africa, Asia, Middle East and Europe.

TGH applies a ‘zero tolerance’ policy with regard to all misconduct affecting the professional credibility of its employees: TGH staff; partners (local or international) and service providers.

TGH strongly condemns all corporal punishment or physical violence, threats of physical violence, sexual abuse or exploitation, harassment and verbal abuse, as well as all other forms of intimidation.

Presentation of the mission:

Operational in Ukraine since 2016 from Kramatorsk to support the most vulnerable populations affected by the conflict in the Donbass region, TGH wishes to continue and strengthen its intervention in Ukraine. In view of the current situation, part of the team has been forced to move to Lviv, a city that now hosts the entire humanitarian and diplomatic community, to ensure its safety. It is therefore from Lviv, located on the western border and still spared by the fighting, that TGH intends to propose an action to respond to the most urgent humanitarian needs.

 ROLE PURPOSE:

Under the supervision of the DCD Program  , The CASH & Market   manager carries out field and office work related to implementing and monitoring the TGH’s cash-transfer and market analysis programmes in support of vulnerable communities in Ukraine .  In addition , S/he will also be responsible for managing and providing technical oversight of the development and implementation of the market and cash delivery system for the Food , WASH and NFI Assistance programs .

KEY AREAS OF ACCOUNTABILITY:

Representation & Coordination:

  • Represents TGH  principles, mandate and activities to authorities and beneficiaries.
  • Is aware of and advises the Program Manager on the socio-economic, cultural and political situation in the country in general, and in his/her areas of responsibility in particular.
  • Understands the sustainable livelihoods framework, EcoSec’s core components and its approach and objectives in supporting vulnerable households and communities.
  • Performs problem and situation analyses in order to identify pertinent issues and needs that would require a TGH  intervention
  • Represents TGH at bilateral and/or coordination meetings with other organizations and reports the information collected.

Cash Transfer and Markets Program :

Supports field teams and oversees the implementation and monitoring of cash transfer programs, including:

  • Understands the logic of vulnerability targeting and is able to communicate this clearly to field staff, local authorities and beneficiaries.
  • Designing and implementing a cash-transfer programme (service-provider selection and contracting, distribution mechanism, preparedness).
  • Contributes to screening assessment reports, project proposals and monitoring reports submitted by the project o teams, ensuring that it contains all necessary information, including relevant examples and coherent arguments.
  • Contributes to market assessments (particularly in relation to the agricultural, livestock as well as small-business programmes) and to analysing and interpreting data in order to select and design response options (feasibility, methods and delivery of cash-transfer programming, transfer value, vulnerability and targeting).
  • Contributes to the design of monitoring and data-collection tools, independently carries out field monitoring activities, analyses both qualitative and quantitative data, and prepares the first draft of monitoring and evaluation reports.
  • Contributes to organizing and providing capacity-building activities, including workshops and training sessions with relevant staff.

Programme Implementation:

  • Ensures a timely and accurate follow-up of planned activities.
  • Immediately reports any problems or delays in the implementation of the programme or the projects.
  • Provides both verbal and written reports after field visits.
  • Enters data into the device surveys, excel databases.
  • Conducts proactive follow up of all requests with Logistics and Finance and Administration colleagues and frequently exchanges information with colleagues from other departments.
  • Contributes to internal reporting, including to the Weekly Operational Report, and provides statistics or other reports when required.

Monitoring, Evaluation, Accountability and Learning (MEAL):

  • Review monitoring and evaluation systems for CASH interventions in collaboration with MEAL team.
  • Lead on Cash & Market  assessments as required, in coordination with the relevant Clusters  , Cash Working Group and/or other external agencies, ensuring assessment findings are documented and that all assessments include a disaggregated analysis of children’s needs.
  • Put in place accountability activities for Cash , ensuring that feedback from communities, and all other relevant stakeholders is considered in programme design.
  • Gather lessons learned for the projects and put together case studies to inform future programming and strategic directions.
  • Prepare timely programme and donor reports on Cash and Market  project activities.

Additional job responsibilities: 

  • The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties assigned by the Program manager within reasonableness of their level of skills and experience.
  • The post-holder will comply with all relevant TGH policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies.

QUALIFICATIONS:

  • University degree in Finance , Food security , Social Sciences, or other related academic discipline.

EXPERIENCE AND SKILLS:

  • Minimum 8 years of professional experience.
  • 3 – 5 years work experience in a similar field.
  • Excellent attention to detail, organisational skills and discretion with confidential information
  • Excellent interpersonal skills, managing staff effectively and working in team
  • Excellent experience of computerized accounts packages, Excel, PowerPoint and Word
  • Ability to work independently and proactively, manage a complex and diverse workload and to work to tight deadlines
  • Experience of training and capacity building 
  • Proven experience designing and delivering training; strong presentation skills
  • Strong interpersonal and communication skills including influencing, negotiation and coaching
  • Strong results orientation, with the ability to challenge existing mind sets
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Some experience of representation and ability to represent TGH effectively in external forums.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Fluency in both Ukrainian and Russian 
  • A high level of written and spoken English 
  • Excellent Computer skills 
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of TGH.
